22 <br /> <br />ORDINANCE: ZONING Ah~NDMENTS (2nd reading) <br /> <br /> Mr. Toscano noted that the zoning amendments will require all exterior changes for <br />properties, including residences, in the entrance corridors to be reviewed even if a site plan is <br />not required, and asked if affected property owners are aware of this requirement. <br /> <br /> Mr. Satyendra Huja, Director of Community Development, said that a public hearing <br />was held, but property owners were not individually notified of the change. <br /> <br /> Ms. Daugherty made a motion to amend the ordinance require review of changes in the <br />entrance corridors that require a building permit. Ms. Richards seconded the motion and it <br />was unanimously approved by Council. <br /> <br /> Following the vote, Mr. Toscano asked that his vOte be reflected as a no vote. Mr. <br />Toscano said he does not think people understand the level of regulation being imposed on <br />them. <br /> <br /> Ms. Slaughter suggested that staff have a disCussion with the affected neighborhoods <br />about the requirement. <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTION <br />29-43 OF CHAPTER 29, AND SECTIONS 34-464, 34-465, 34-671, 34-681, 34-779, <br />34-804, AND 34-857.1 OF CHAPTER 34 OF THE CHARLOTTESVILLE CITY CODE, <br />1990, AS AMENDED, RELATING TO VARIOUS ZONING AMENDMENTS," as <br />amended, which was offered at the May 5th meeting, was approved by the following vote. <br />Ayes: Mr. Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. Noes: None. <br /> <br />ORDINANCE: RETIREMENT ORDINANCE AMENDMENTS <br /> <br /> Mr. Bruce Keith, Director of Human Resources, explained that 13 years ago the <br />retirement formula rate changed and retiree's health insurance was discontinued for <br />employees hired after that time. Mr. Keith said that the Retirement Commission has <br />recommended that the formula return to the one in place for employees hired prior to 13 <br />years ago. In addition, retirees' pay increases are proposed to be prefunded. <br /> <br /> Responding to a question from Ms. Daugherty, Mr. Keith said that cost of the changes <br />is .03%. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Cox, the ordinance entitled "AN <br />ORDINANCE AMENDING AND REORDAINING SECTIONS 19-96, 19-101, 19-104, <br />19-105, AND 19-139 OF THE CHARLOTTESVILLE CITY CODE, 1990, AS <br />AMENDED, TO CHANGE THE PENSION PLAN FORMULA, AND TO EXTEND <br />CITY-PAID MEDICAL COVERAGE TO RETIREES HIRED AFTER DECEMBER 31, <br />1984" was offered and carded over to the next meeting for consideration. <br /> <br />Ms. Richards said it seems fair to haVe all employees receive the same benefits. <br /> <br />APPROPRIATION: $30,000 - AHIP REVOLVING ACCOLrNT <br /> <br /> Mr. Huja said that Albemarle HouSing Improvement Program has requested a revolving <br />loan fund as it takes the City time to process their bills. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, the $30,000 appropriation for <br />the AHIP Revolving Account was offered and carded over to the next meeting for <br />consideration. <br /> <br />CONSENT AGENDA <br /> <br /> On motion:by Mr. Toscano, seconded by Ms. Daugherty, the following consent agenda <br />items were unanimously approved: <br /> <br /> <br />
