If real jobs cannot be found for clients, assignments in public or non-profit <br />organizations will be required. <br /> <br /> Ms. Richards said she feels that transportation needs are a real issue since there is so <br />little public transportation into the County where many jobs will be located. <br /> <br /> Mr. Toscano thanked Mr. Cox for the excellent report and asked what the implications <br />of welfare reform are for the City's budget in five years: <br /> <br /> Mr. Cox said that the budget implications depend entirely on whether the state <br />continues its commitment to provide funding, in which case the additional cost to the City <br />should be minimal. <br /> <br /> Mr. Toscano said that he feels it is important to establish benchmarks and an evaluation <br />piece to welfare reform, and asked that Council be notified of any support needed when the <br />legislative package is developed. Mr. Toscano commended Ms. Daugherty's involvement and <br />expertise in welfare reform. <br /> <br /> Ms. Daugherty encouraged any employers in the community who can provide jobs to <br />come forward. <br /> <br />REPORT: THE ALLIANCE: PROPOSED CHILDREN, YOUTH AND FAMII.Y <br />COMMISSION <br /> <br /> Ms. Linda Peacock, Assistant City Manager, provided background information on the <br />cooperative project made up a coalition of the Charlottesville-Albemarle Children and Youth <br />Commission (CACY), Community Policy and Management Team (CPMT), City and County <br />governments, and interested citizens. The proposal is to form a new Children, Youth and <br />Family Commission, to provide a stronger organization and more streamlined and uniform <br />process for assessing and delivering services to children, youth and families. Three <br />subcommittees wilt focus on planning and evaluation, finance and administration, and <br />communication. Ms. Peacock said that staff recommend approval of the proposal, and, if <br />approved, staff will work with the Alliance to develop the charge, members'nip and <br />implementation process to bring back for final approval and appointment of members. <br /> <br /> Ms. Cindy Stratton, Chair of the CACY Commission, supported the proposal as an <br />effective way to improve delivery of services to children, youth and families. Ms. Stratton <br />said that there needs to be a commitment of staffing for the effort to be successful. <br /> <br /> Mr. Robert Cox, Chair of CPMT, said that the CPMT was a creation of state law, but <br />has been complex and burdensome, and the new proposal will help consolidate resources. <br />Mr. Cox said he feels that the proposal is ambitious, but needs to be done. <br /> <br /> Mr. Rory Carpenter, staff for the CACY Commission, said that the new commission <br />will provide an opportunity for citizens and agencies to meld, and will be a pilot program in <br />the state. <br /> <br /> Ms. Richards asked if the proposal will require additional staff, and Ms. Peacock said <br />that additional staff are not contemplated now, though it is possible in the future. <br /> <br /> Mr. Cox asked if future staff needs could be projected, and Ms. Peacock said that it <br />may be possible to use other funding sources should the need for additional employees be <br />determined in the future. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Cox, Council unanimously approved the <br />concept of a restructured children, youth and family commission. <br /> <br /> <br />
