49 <br /> <br /> Mr. Toscano said he would like a demonstration of the noise levels at the distance of 50 <br />feet prior to the second reading of the ordinance: <br /> <br />Ms. Martha Levering, 815 Orangedale Avenue, said that she did a test at her home. <br /> <br />It was agreed that a demonstration would be staged prior to the next meeting. <br /> <br /> On motion by Ms. Daugherty, seconded by Mr. Toscano, the ordinance entitled "AN <br />ORDINANCE AMENDING AND R~ORDAIN1NG SECTION 16-9 OF CHAPTER 16 OF <br />THE CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, RELATING TO <br />AMPLIFIED SOUND FROM MOTOR VEHICLES" was offered and carried over to the <br />next meeting for consideration. <br /> <br />Mr. Toscano asked staff for a status report on the false alarm ordinance. <br /> <br /> Ms. Richards said she feels that loud car stereos could drown out the sound of <br />emergency vehicles. <br /> <br />ORDINANCE: LEASH LAW ON DOWNTOWN MALL (carried over) <br /> <br /> Mr. Gouldman explained that the proposed ordinance expands the current leash law to <br />add the downtown mall. Penalties will be Class IV misdemeanors, with an increase to <br />CLASS III misdemeanor after three violations. <br /> <br /> Mr. Brent Nelson, 214 South Street, supported the proposed leash law, and thanked <br />staff for responding to his concerns. Mr. Nelson suggested that the boundaries of the area be <br />changed to include the side streets from the mall to Market and Water Streets. Mr. Nelson <br />also recommended that signs on the mall reflect the prohibition of skateboarding and the <br />leash law requirement. <br /> Mr. Toscano made a motion to approve the leash law ordinance, amending it to include <br />the side streets of the mall to Water and Market Streets. Ms. Daugherty seconded the <br />motion and the ordinance was offered and carded over to the next meeting for consideration. <br /> <br /> Mr. Toscano agreed that there should be better signage about restrictions on the <br />downtown mall. <br /> <br />CONSENT AGENDA <br /> <br /> Ms. Slaughter removed the CDBG and HOME Funds appropriation and the <br />Community Assessment Center appropriation from the consent agenda. <br /> <br /> Ms. Slaughter asked staffto check to ensure that sidewalk cafes have not moved into <br />fire lanes on the downtown mall. <br /> <br /> Ms. Slaughter expressed gratitude to Mildred Spicer for her operation of the <br />therapeutic recreation program. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, the following consent agenda <br />Rems were unanimously approved, with Mr. Cox absent. <br /> <br />a. Minutes of July 7 and 11 <br /> <br />b. APPROPRIATION: $60,000 - Advance to MACAA (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that the sum <br />of $60,000 is hereby appropriated from the unappropriated balance of the General Fund as a <br />loan to the Monticello Area Community Action Agency (MACAA), as start-up funds for the <br />Summer Youth Works 1997 program. This loan is conditioned upon MACAA's promise to <br />pay the advance in Rs entirety on or before November 1, 1997, whether such repayment is <br />effected from funds received from the IvlACAA contract with the Piedmont Job Training <br /> <br /> <br />
