53 <br /> <br /> Mr. Toscano asked if the downpayment and closing cost assistance program and <br />rehabilitation/homeownership funds are the same as what was approved in the spring, and <br />Mr. Satyendra Huja, Director of Community Development, said they are the same, but the <br />rehabilitation funding has been shifted from rental to homeownership. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Huja said that substantial <br />improvements should be seen in Belmont as a result of CDBG monies in the next six months. <br /> <br /> Responding to a question from Ms. Richards, 1~. Huja said the paint program has been <br />changed to require homeownership. <br /> <br /> The CDBG and HOME Grant Funds appropriation, which was offered at the July 7th <br />meeting, was approved by the following vote. Absent: Mr. Cox. <br /> <br /> A RESOLUTION <br /> APPROPRIATING FUNDS FOR <br />THE CITY OF CHARLOTTESVILLE'S 1997-98 <br />COMMUNITY DEVELOPMENT BLOCK GRANT <br />$739,500 <br /> <br /> WHEREAS, the City of Charlottesville has been advised of the approval by the U.
