68 Council reconvened in open session and, on motion by Mr. Cox, seconded by Ms. Daugherty, certified that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council. APPOINTMENTS: BOARDS AND COMMISSIONS On motion by Mr. Cox, seconded by Ms. Daugherty, Brent Nelson and James Oschrin were unanimously appointed to unexpired terms on the Board of Architectural Review. These terms will expire on January i, 2000. On motion by Mr. Toscano, seconded by Ms. Richards, Council unanimously reappointed Patricia Edwards (Starr Hill representative), and appointed Paul Lee (Rose Hill representative) to three-year terms, and Nila Saliba (social issues) and Cindy Stratton (social issues) to two-year terms on the Community Development Block Grant Task Force. Ms. Edwards' and Mr. Hill's terms will expire on May 30, 2000, and Ms. Satiba's and Ms. Stratton's terms will expire on May 30, 1999. On motion by Ms. Richards, seconded by Mr. Toscano, Council unanimously reappointed M. E. (Dick) Gibson to a two-year term on the Jefferson Area Board for Aging. This term will expire on April 1, 1999. On motion by Mr. Daugherty, seconded by Ms. Richards, Council unanimously reappointed Priscilla Whiting to a four-year term on the Jefferson-Madison Regional Library Board. This term will expire on August 3 l, 2001. On motion by Mr. Cox, seconded by Ms. Daugherty, Council unanimously appointed Bob Knighton to a two-year term on the Monticello Area Community Action Agency Board. This term will expire on July 1, 1999. On motion by Mr. Toscano, seconded by Ms. Daugherty, Council unanimously appointed Connie J. Ferency-Viars to a three-year term on the Region Ten Community Services Board. This term will expire on June 30, 2000. On motion by Ms. Daugherty, seconded by Mr. Cox, Council unanimously appointed Peppy Linden to a four-year term on the Social Services Advisory Board. This term will expire on June 30, 2001.
