Ms. <br />Slaughter noted that the City has a lot of tow-income, scattered ske subsidized housing, and <br />the recent conversion of Hearthwood to Section 8 housing and proposal to develop Cher_~ <br />Hi!! for !ow-income housing re-emphasized the need for the City to be more proactive rather <br />than reactive. Ms. Slaughter said that Council would like ideas on how to increase home <br />ownership, retain the .middle class, and attract new families to the City. Ms. Slaughter <br />recommended that the P!atmJng Commission begin looking at the zoning map. <br /> <br /> Mr. Cox said he feels it would be help~l to first identi~ the problem. Is it that the City <br />is losing middle income families, and if so, for what reasons. <br /> <br /> Ms. Susan Cabe!!, Planning Corn_mission member, said that data needs to be collected to <br />se~e as a basis for a strategy, and that we need to first figure out how much we have lost and <br />why, and what property is available that could be worked wkh. Ms. Cabe!! said she thought <br />it would be helpful for the Planning Commission to take this data and brainstorm strategies. <br /> <br /> Ms. Richards noted that some research has been done on tax implications of rental <br />housing. <br /> <br /> Ms. Nancy Damon, Plama. ing Comm_ission Chair, suggested that focus groups to be <br />used. <br /> <br /> <br />
