7t Mr. Satyendra Huja, Director of Comanunky Deve!opme-n& noted that rental housing in the City has increased by 10% over the last 20 years, and home ownership has declined from 48% to 38%. Mr. Toscano said he does not feel that it is an issue of rental versus home ownership, but a maintenance of diversity. Ms. Slaughter said that the goal of diversity in the schools implies the need for additional housing for middle income housing for families. Ms. Richards said she feels that part of the market analysis/planning should include school location and work opportu_njties. Mr. Cox questioned if it would be helpfh! to do an analysis neighborhood by neighborhood to determine numbers of homes needed to achieve the stated goals. Ms. Damon said that elementary schOol dist_ricts could be used as a base. Ms. Cabell suggested developing a matrix wkh statistics by neighborhood, adding that categories would need to be defined. Mr. Toscano asked if it would be helpfia! to develop a set of bench_marks (e.g., 15 years out build 5 new homes at $125,000 and above), then test out the assumptions with focus groups. Mr. Marshall Slayton, Planning Commission member, recommended that a questio~_naire be targeted to real estate people in addition to focus groups, and that the question "what sells the City" be asked rather than why people are leaving. Absent: Mr. Cox. Mr. Ron Hutchinson, Assistant Superintendent of Schools, presented enrotlmem fig~ares as of September 10th: 4,443 students enrolled. There are 55 non-resident students enrolled in City Schools on a tuition basis, the majority attending Charlottesville High School, bringing an increase of state aid of $!,920 per student, or a total of $105,000, without any additional teachers being hired.
