Satyendra Huja, Director of Comanunity Development, noted that rental housing in <br />the CRy has increased by !0% over the last 20 years, and home ownership has declined from <br />48% to 38%. <br /> <br /> Mr. Toscano said he does not feel that it is an issue ofremal versus home ownership, <br />but a maintenance of diversity. <br /> Ms. Slaughter said that the goal of diversity in the schools implies the need for <br />additional housing for middle income housing for families. <br /> <br /> Ms. l~Jchards said she feels that pa~ of the market analysis/planning should include <br />school location and work opportunities. <br /> <br /> Mr. Cox questioned if it would be helpful to do an analysis neighborhood by <br />neighborhood to deterroJne numbers of homes needed to achieve the stated goals. <br /> <br />Ms. Damon said that elementaw school districts could be used as a base. <br /> <br /> Ms. Cabe!! suggested developing a matrix with statistics by neighborhood, adding that <br />categories would need to be defined. <br /> <br /> _Mr. Toscano asked if it would be he!pfia! to develop a set of bench_marks (e.g., !5 years <br />ou2 build 5 new homes at $125,000 and above), then test out the assumptions with focus <br />groups. <br /> <br /> Mr. Marshall Slayton, Planning COmmission member, recommended that a <br />questionnaire be targeted to real estate people in addition to focus groups, and that the <br />question "what sells the City" be asked rather than why people are leaving. <br /> <br /> It was agreed that Mr~ Toscano, Mr. Slayton, and Ms. Cabe!l would fo.rm a group to <br />develop the survey. <br /> <br /> The meeting was adjourned. <br />!/resident t_0 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL _.MEET_VNG OF THE COLLNC!L W!LL BE _I4~.LD ON Friday, September 12, <br />1997 AT !2:00 noon in the Basement Conference Room. <br /> <br />TI-IE PROPOSED AGE~ ,NrD_ A IS AS FOLLOWS: <br /> <br />Luncheon meeting with School Board <br /> <br />BY ORDER OF T!4~ MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />BASEMENT CONFERENCE ROOM - September 12, 1997 <br /> <br /> Council met in special session on th_is date .with the following members present: Ms. <br />Daughegy, Ms. Richards, Ms. Slaughter, Mr. Toscano~ Absent: Mr. Cox. <br /> <br /> Mr. Ron Hutchinson, Assistant Superintendent of Schools, presented enrollment figures <br />as of September 10th: 4,443 students enrolled. There are 55 non-resident students e_n_rolled <br />in City Schools on a tuition basis, the majority attending Charlottesville High School, <br />bringing an increase of state aid of $1,920 per student, or a total of $105,000, without any <br />additional teachers being hired. <br /> <br /> <br />
