Charlottesville has a large number of students entering first grade vA'_th significant <br />educational needs, scoring in the bottom quartile on the Cognitive Abilities Test, and a large <br />number of students scoring in the upper quartile, making the instmctiona! task complex. <br /> <br /> Dr. Symons said that the test data stresses the importance of Council's focus on housing <br />changes and demograp_hic patterns. <br /> <br /> Ms. Slaughter said that at the recent Council retreat, the schools were discussed in a <br />very positive light, and she assured the Board that Coundl is interested in assisting the Board <br />in maintaining their successes. <br /> <br /> The meeting was adjourned. <br />res~0ent <br /> <br />COUNCIL CHAMBER- September !5, 1997 <br /> <br /> Council met in regular session on this date with the following members present: M~r. <br />Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. <br /> <br />RECOGNITION: RECOGNIZING MR, LAURENCE A. Brunton, fo..rrner Mayor, <br />and said that Council in the 6ature wi!! consider naming a structure or other appropriate <br />facility in .his honor. <br /> <br />PUBLIC <br /> <br /> Mr. Gerald Barnes, Crescent Hall, said that when Coundl m~_kes a tenant appointment <br />to the Housing Authority it should be a person with disabilities. <br /> <br /> Mr. Bob Rannegan, 1023 ~Mi!mom Road, Earlysvi!le, a psychotherapist, irk£ormed <br />Council about a campaign, the Charlottesville Fathering Initiative, which has a goal of <br />increasing awareness of the impact of the absence of fathers on children. Mn'. Ravmegan said <br />that grants wi!! be applied for ~_nd community support sought. <br /> <br /> Mr. Mark Be!iles - coordinator for the A_merican Revolution ThavXsgiving Festival, <br />asked that the City be involved in the weekend event. <br /> <br /> Ms. Nancy Hurre!bfinck, 1020 St. Clair Avenue, representing the Charlottesville- <br />Albemarle Bicycling Associating, thav&ed the City for its support of cycling by providing <br />safety classes, appointing a bike advisory committee, and for allowing them to use the <br />Council Chamber for bicycling videos. <br /> <br /> Mr. Kevin Lynch, 609 Locust Avenue, said that he feels co.,rr~ments he made at the last <br />meeting about Starr Hill had been taken out of context by the media. Mr. Lynch said that he <br />suppo~s increasing .middle income housing, but t.hir~ks it is wrong to spent $ ! 78,000 on four <br />houses without hope of return of the investment. Mr. Lynch recommended that incentives be <br />developed for rental owners to bring their property up to standards, and to provide single <br />family rehabilitation loans. <br /> <br /> Ms. Kathy Eisev_hower, Crescent Hal!, asked about the status of the traffic light across <br />from Crescent Hal!. <br /> <br /> <br />
