82 <br /> <br />PUBLIC <br /> <br /> Mr. George Tramontm, Chairman of the Jeffbrson-Madison Regional Library Board, <br />introduced the new library director, Mr. Jdhn Hailiday, and said that fhe'introduction of <br />automation will be one of Mr. Halliday's major challenges. <br /> <br /> Mr. Erin Tobey, i654 Shady Grove Court, said that he was told that he can no longer <br />play in the Magnolia tree outside of City Hal during Fridays Atier Five and asked that <br />activities be provided fbr kids during Fridays Afl. er Five if fhey will no longer be allowed to <br />play in the trees. <br /> <br /> Mr. Michael Webb, 1852 Westview Road, said that the public is asking that the study <br />corn_missioned ibout the Police Department be released to fhe public. Mr. Webb said he feels <br />the report will provide insight when searc~ng fbr a new police chief~ <br /> <br /> Mr. Greg Jadkson, 1201 Sycamore Street, said that the greenbelt trail is important to <br />the City's urban design and he is concerned about the impact of the Meadowcreek Parkway. <br /> <br /> Ms. Martha Levering, 815 Orangedaie Avenue, President of the Federation of <br />Neighborhood Association, though speaking only for herself, said that she envisions a <br />footpath connecting al! City neighborhoods, and asked Council to look into the legal <br />questions mrrounding the Meadowcreek Parkway. <br /> <br /> Mr. Brian Jab!onski, 1088 E. Rio Road, representing the Sierra Club, opposed the <br />Meadowcreek Parkway, expressed concern about sprawl, and said that other ways are <br />needed to attract people. <br /> <br /> Mr. Jason Albert, 829 Belmont Avenue, representing the Shenandoah Eco-System <br />Defense Group, opposed the Meadowcreek Parkway because of its impact on the City's <br />largest turban forest. <br /> <br /> Mr. Rich Collins, 108 Wilson Court, said that he has received a letter from the Federal <br />Highway Administration stating that there are no longer any federal funds involved in the <br />Meadowcreek Parkway and therefbre no environmental review is required. Mr. Collins said <br />the City should look at the significance of the parkland and trails irrespective of legal <br />requirements. <br /> <br /> Mr. Kevin Lynch, 609 Locust Avenue, said there are a lot of good reasons not to build <br />the Meadowcreek Parkway, but he has not heard any good reasons for building it. Mr. <br />Lynch asked that the October 2ist meeting on the Meadowcreek Parkway be a public <br />hearing. <br /> <br /> Ms. Nancy Hurrelbrinck, 1020 St. Clair Avenue, said that the parks and walking trails <br />are important to the livability of citizens, and the Meadowcreek Parkway will take 13 miles of <br />parkland and a mile of trails. Ms. Hurrelbrinck said a new approach is needed for traffic <br />planning. Ms. Hurreibrinck submitted a list of questions about the Parkway. <br /> <br /> Ms. Daugherty said she will have staff reply to Mr. Tobey about activities during <br />Fridays After Five, and that Council will be discussing Meadowcreek Parkway at its ne~ <br />meeting. <br /> <br /> Mr. O'Connel! said that he anticipates a six to eight week recruitment process for the <br />police chief, with a goal of having a c~ef in place by February or March. <br /> <br /> Mr. Cox asked if the study that was being conducted of the police department would <br />show what police officers would like to see in a police chiet} and asked about the status of <br />the report. <br /> <br /> _Mr. O'Conne!l said that the members of the police department witi have a role in the <br />hiring process. Mr. O'Connel! said that the survey was never completed and it very much <br /> <br /> <br />
