Mr. Cox said he feels there <br />are racial undertones to shifting traffic from Park Street to Ridge Street. <br /> <br />PRESENTATION: PIEDMONT .VIRGINIA COMMUNITY COLLEGE PRESIDENT <br /> <br /> Dr. Deborah DiCroce, President of Piedmont Virginia Community College, gave an <br />annual update on the College's activities. Major areas of focus include: workt'orce <br />environment; completion of the humanities building; technology/distance learning focus/ <br />private funding; physical infrastructure; and community outreach and partnership. Dr. <br />DiCroce said she would like to give Council a full report on the College Neighborhood <br />Center later, perhaps in February of !998. <br /> <br />PRESENTATION: THOMAS JEFFERSON PLA~,rN1NGDISTR!CT COM24JSSION <br />LEGISLATIVE PROGRAM <br /> <br /> Ms. Bonnie Fronfelter, Thomas Jefferson Planning District Commission Legislative <br />Liaison, presemed the draft legislative program, with position papers on the following: 1) <br />composite index; 2) education infrastructure; 3) personal property tax proposals; <br />4) deregulation of electric utilities; 5) telecomxnunications franchise fees for local access; and <br />6) economic development initiatives. <br /> <br /> Ms. Richards said she is pleased to see renovation of existing school facilities <br />recommended for funding eligibility in addition to new construction. <br /> <br /> _Mr. Toscano said that the proposal to eliminate the personal property tax could divest <br />local governments of substantial revenue unless the revenue is replaced. <br /> <br /> Ms. Daugherty requested that the wording in the housing section be amended to reflect <br />Council's new housing policy, and that the section on health and human services focus mom <br />on welfare reform. <br /> <br /> ~Mr. Toscano said that the welfare reform language used by the Virginia Municipal <br />League is good and could be used. <br /> <br /> Mr. Cox recom_mended that the VML language regarding the low income tax credit <br />program issue be included. <br /> <br /> Mr. Cox recommended that the City's building code emfbrcemem abilities be increased <br />and asked if a greater level of accountabiliw is being asked by localities of the Department of <br />Transportation. <br /> <br />Ms. Richards said that additional funding for transit is being recommended by V-M~. <br /> <br /> Mr. Toscano asked Councilors to review and comment on the proposed VML <br />Legislative Program. <br /> <br />REPORT: FONTAINE AVENUE STUTDY <br /> <br /> Mm. Satyendra Huja, Director of Community Development, explained that the Fontaine <br />Avenue Task Force was appointed to develop alternatives. The reco_m_mendations, as <br />adopted by the Planning Commission, include: a three-lane road, with the middle, turn lane <br />made of different material; bike lanes; sideways; landscaping; undergrounding of utilities; and <br />lighting. <br /> <br /> <br />
