100 <br /> <br /> Mr. Toscano made a motion to accept the Neighborhood Task Fome report, to ask the <br />Task Force to reconvene periodically to monkor progress, and to proceed with the following: <br />1) enforcement/fines - ask staff to identify where fines could justifiably be increased (in al! <br />areas); 2) assemble group to look at new use of permit parking as a disincentive, designating <br />a few places for a pilot program; 3) direct the Planning Commission to look at land use and <br />zoning changes that could help; 4) establish a neighborhood leadership institute; 5) and <br />develop new strategies to enforce ordinances already on the books. Ms. ~chards seconded <br />the motion and it was unanimously approved by Council. <br /> <br /> Mr. Cox noted that in many ways the Neighborhood Task Force structure became a <br />University of Virginia neighborhood task force, and he asked how the Task Force could be <br />given the directive to look at other neighborhoods with other issues. <br /> <br /> Mr. Tatum said that there is a willingness on the part. of some of the Task Force <br />members to continue the work of the task force. <br /> <br />PRESENTATION: THOMAS .1EFFERSON PLA_NN!NG DISTRICT COMMISSION <br /> <br /> Ms. Nancy O'Brien, Executive Director of the Thomas Jefferson Planning District <br />Commission, presented the end of the year report for the Commission. The Comrnission was <br />involved in _River Festival plans, Rivanna Roundtable, Farmer's Market plans; drag court <br />grant; financed two new businesses and expanded one; work on the CATS link with the <br />regional plan; consolidated plan; HOME funds, welfare reform planning; and the disability <br />services board. <br /> <br />RESOLUTION: SUPPORTING REVISED HOME AGREEMENT <br /> <br /> Ms. O'Brien asked Council to approve the revised Housing OpporttmJties Made Equal <br />(HOME.) agreement, which designated the Planning District Corn_mission as the managing <br />body for the HOME. program and covers a period of five years. <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Richards, the resolution supporting the <br />revised HOME agreement was unanimously approved by Council. <br /> <br /> WHEREAS, the City of Charlottesville and the Coumies of_Albemarle, Fluvanna, <br />Greene, Louisa, and Nelson have agreed to participate in the Thomas Jefferson Regional <br />HOME. Consortium; and <br /> <br /> WHEREAS, the Thomas Jefferson Planning District Commission prepared the <br />Comprehensive Housing Affordability Strategy for the Consortium with the aSsistance of an <br />advisory panel appointed by local governing bodies; and <br /> <br /> WHEREAS, the City of Charlottesville agreed to act as the lead agency in submitting <br />the regional program for designation as a Consortium; and <br /> <br /> WHEREAS, the United States Department of Housing and Urban Development has <br />recognized the Consortium as such and offered a contract to the Thomas Jefferson Planning <br />District Corr~mJssion; and <br /> <br /> WHEREAS, the participating localities are in agreement to designate the Thomas <br />Jefferson Planning District Commission as the administrative agency and managing body for <br />the purpose of developing the Regional Comprehensive Housing Affordability Strategy <br />(CHAS), conducting the Environmental Review, contracting with local non-profits <br />designated by the local administrative duties to meet all federal requirements; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Charlottesville City Council <br />authorizes the City Manager to sign a resolution which authorizes the Planning District to <br />administer the Thomas Jefferson Regional HOME Consortium program. <br /> <br /> BE IT FURTHER RESOLVED that the Thomas Jefferson Planning District <br />Commission is required to report to the local governing body on a quarterly basis regarding <br /> <br /> <br />
