102 <br /> <br /> Ms, Daugherty made a motion to approve the resolution opposing abo!isb~ment of the <br />personal property tax, Ms. _Richards seconded the motion, and it was unanimously approved <br />by Council. <br /> <br /> WHEREAS, personal property and rea! estate taxes are the two largest sources of <br />local revenue available to Virginia localities, and the personal property tax accotmts for <br />approximately 9% of City revenues; and <br /> <br /> WHEREAS, there is no guarantee that the City and other localities will recover an <br />equivalent amount of funding (approximately $5 million per year for Charlottesville) from the <br />state to replace this revenue; and <br /> <br /> WHEREAS, an increase of approximately 28 cents in the rea! estate tax for the City <br />would be necessary to generate enough additional revenue to compensate for the loss of <br />funding from personal property taxation; and <br /> <br /> WHEREAS, it takes al! of the revenue collected from the real estate tax in <br />Charlottesville to pay for operation of the schools, which leaves the personal property tax and <br />other smaller taxes to pay for fire and police protection, refuse collection, libraries, parks and <br />other valuable services; and <br /> <br /> WHEREAS, the Commonwealth of Virginia ranks 42nd in the nation in its <br />contribution to higher education; and <br /> <br /> WHEREAS, the educational needs not only of Charlottesville but of the State of State <br />of Virginia include school renovatiOn and construction, more training for technological jobs <br />of the future, and a re-investment in our State institutions of higher learning, including our <br />own P.V.C.C. and University of Virginia; now, therefore <br /> <br /> BE IT RESOLVED by the City Council of Charlottesville, Virginia, that this Council <br />states its opposition to any legislation which wilt reduce or cause the loss of the personal <br />property tax as a source of revenue for localities, and we urge the Governor and the General <br />Assembly to support more, not less, funding for all education, pre-school thrOUgh college. <br /> <br />CONSENT AGENDA <br /> <br /> Mr. Toscano asked that staff monitor outdoor cafes to ensure that they are conforming <br />to conditions of their permits, including size and furvJture. <br /> <br /> On motion by Ms. Daugherty, seconded by Mr. Toscano, the following consent agenda <br />items were unanimously approved by Council. <br /> <br />a. Minutes of October 3 and 6 <br /> <br />b. APPROPRIATION: $44,000 - Metropolitan Planning Organization Grant <br /> (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the <br />sum of $44,000 is hereby appropriated to expenditure account ! 1-042-053050 in the Grants <br />Fund for planning activities, including administration, transportation planning and data <br />development, updating the Charlottesville-Albemarle Transportation Study (CATS) and <br />intermodal/congestion management planning as outlined in the Unified Transportation <br />Plapming Work Program. Such activities shall be conducted by the City under a contract <br />pursuant to a Section 112 planning and programming grant received by the Thomas Jefferson <br />Planning District Commission from the Federal Highway .Administration (FHWA) and the <br />Virginia Department of Transportation (VDOT). <br /> <br /> This appropriation is conditioned upon_ the receipt by the City of $35,200 from the <br />Federal Highway Administration, and $4,400 from the Virginia Department of <br />Transportation, for a total of $39,600 from the pass-through agency, Thomas Jefferson <br />Planning District commission. <br /> <br /> <br />
