APPOINTMENTS: Retirement Commission Mr, Gene Harding was reappointed and Mr. Henry Kinnier was appointed to three- year terms on the Retirement Commission, and Mr. Roosevelt Barbour was appointed to an unexpired term on the Retirement Commission. Mr. Harding and Mr. Kinnier's terms wi!! expire on June 30, 2000, and Mr. Barbour's term will expire on June 30, 1999. PUBLIC There were no matters by the public. OTHER BUSINESS Mr. Cox asked if it is the City's practice to require employees to be City residents. Mr. O'Connel! explained that the practice varies, but most City employees are not required to be City residents. Mr. O'Connell said that there was no residency requirement for the position of Public !rfformation Officer. Mr. Cox said he thnks the new Police Chief should be required to live in the City. Mr. O'Covmel! said that there is no legal requirement that the Police Chief live in the City, and noted that such a requirement realistically means eliminating consideration of certain people intemal!y~ Ms. Richards asked that the salary issue for the Public Information Officer be clarified. Mr. O'Connell noted that he has provided information to Council in their packets on the position. On motion by Ms. Daugherty, seconded by Mr. Toscano, Council voted to meet in executive session for the purpose of dealing with a personnel matter as provided by Section 2.1-344(A)(1) of the Virginia Code.
