!30 <br /> <br /> Responding to a question from Ms. Slaughter, Mr. Huja said that while the <br />recommendations will be site specific, the end product is expected to be able to be applied to <br />other areas of the City. <br /> <br /> On motion by Ms. Daugherty, seconded by Mr. Toscano, the $3,000 appropriation for <br />the transition zone process was offered and carried over to the next meeting for <br />consideration. <br /> <br />CONSENT AGENDA <br /> <br /> At the request of Mr. Toscano, the resolution approving the Blue Ridge Juvenile <br />Detention Commission was removed from the consent agenda. <br /> <br /> At the request of Mr. Gou!dman, the ordinance closing a portion of an alley offE. I-,Sgh <br />Street was removed from the consent agenda. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, the following consent agenda <br />items were unanimously approved by Council: <br /> <br />a. _.~nutes of October 28, November 3 and 17 <br /> <br />b. ORDINANCE: "AN ORD!Ng2qCE ~&PPROVING INSTALLATION OF <br /> NATURAL GAS LINES THROUGH MCINTLRE PARK_ _AND GtLANTING <br /> AUTHORITY TO THE MAYOR TO SIGN DEED OF EASEMENT <br /> (2nd reading) <br /> <br />ORDINANCE: "AN ORDLNANCE AMENDLNG A_ND REORDAININ_ .G <br /> SECTION 29-37 OF ARTICLE II OF CHAPTER 29 OF THE CODE OF TI-IF, <br /> CITY OF CHARLOTTESVILLE, ! 990, AS _AMENDED, RELATING TO <br /> BONDS REQUIRED FOR SUBDIVISION PROJECTS" (carried over) <br /> <br />RESOLUTION: CREATING BLUE, RIDGE JUVENILE DETENTION COMMISSION <br /> <br /> Mr. Toscano asked why the Coma~_ission is being created now, and to what extent wilt <br />doing so commit the City to funding the Juvenile Detention facility. <br /> <br /> Mr. Gouldman explained that creating the Commission will make the area eligible for <br />State funding, but the City can withdraw at any time. <br /> <br /> Mr. Toscano said that he wilt support the resolution as long as the City can pull out of <br />the arrangement if not satisfied with the fimding <br /> <br /> Responding to a question from Ms. Richards, Ms. Linda Peacock, Assistant City <br />Manager, said that the Commission will only be staffed if the juvenile detention facility is <br />approved, and at that time the superintendent of the home would be the staff. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. _Richards, the resolution creating the Blue <br />Ridge Juvenile Detention Commission was unanimously approved by Council. <br /> <br /> WHEREAS, a need has been identified for the const_ruction of a juvenile correctional <br />facility to serve the Counties of Albemarle and Fiuvanna and the City of Charlottesville (the <br />"Participating Jurisdictions"); and <br /> <br /> WHEREAS, a "needs assessment" performed at the direction of the Participating <br />Jurisdictions indicateS that their combined anticipated demand for juvenile correctional space <br />will be sUfficient to utilize a 40-bed juvenile detention facility expandable to 80 beds; and <br /> <br /> WHEREAS, preliminary considerations indicate that this need can best be met by <br />building a new facility; and <br /> <br /> <br />
