August 15th deadline for public comment'.to the Department of <br />Transportation on the Route 29 North issue was a limited and <br />sensitive period. Ms. Waters proposed that two members each <br />from the City Council, Albemarle County Board of Supervisors, <br />and University of Virginia Board of Visitors meet in <br />preliminary closed session to discuss the matter. <br /> <br /> Mr. Toscano questioned what would lead the Council to <br />believe that such a meeting would yield results when other <br />meetings have not. <br /> <br /> Ms. Waters replied that information has not been <br />available preVioUsly to allow serious negotiation. <br /> <br /> Responding to a question from Mr. Toscano about the <br />advisability of using a facilitator in such a meeting, Ms. <br />Waters replied that was a possibility. ~ <br /> <br /> Mr. Toscano stated that he felt a mediator would help <br />clarify the issues and the priorities. <br /> <br /> Ms. Slaughter stated that she continued to favor giving <br />the public an opportunity to comment on the matter in order <br />to identify what the community values are and where <br />agreement may exist. <br /> <br /> Rev. Edwards stated that he was also interested in <br />hearing additional public comment but also favored a meeting <br />of City, County and University representatives. Rev, Edwards <br />recommended that the local State delegates and senator be <br />invited to participate. <br /> <br /> Mr. Toscano indicated his support for the forum planned <br />by the Charlottesville Downtown Foundation and the Chamber, <br />the meeting proposed by Ms. Waters, and a later meeting <br />involving all members of the Council, Board of Supervisors <br />and Board of Visitors. <br /> <br /> Mr. Vandever noted that Council is the only body of <br />the three not to have taken a formal position on the Route 29 <br />North issue and seconded Ms. Waters' proposal. <br /> <br /> Ms. Waters requested that the Mayor send a letter to the <br />Board of Visitors and Board of Supervisors requesting a <br />meeting to allow for preliminary discussion. . <br /> <br /> Ms. Slaughter recommended that the letter discuss the <br />possibility of using a facilitator for the meeting. <br /> <br /> Ms. Waters' proposal for a preliminary meeting of two <br />members from each body was unanimously approved by Council. <br /> <br />PUBLIC HEARING: EXPANDING MEMBERSHIP OF HOUSING AUTHORITY <br /> <br /> Mr. Hendrix stated that the General Assembly had amended <br />the City's Charter to allow expansion of the membership of <br />the Housing Authority up to seven members and the public <br />hearing was being held to hear public comment on the matter. <br /> <br />The public hearing was opened. <br /> <br /> As there were no speakers, the public hearing was <br />closed. <br /> <br />ORDINANCE: EXPANDING MEMBERSHIP OF HOUSING AUTHORITY <br /> <br /> Mr. Vandever stated that he supported increasing the <br />Housing Authority memberShip to seven and making the terms <br />for two years which would allow flexibility. <br /> <br /> Mr.~Toscano stated that he would support expanding the <br />membership to seven and recommended that the ordinance be <br />reworded to read that at least two members shall not be City <br /> <br /> <br />
