basis, and will necessitate significant revisions to the <br />Substance Abuse Policy adopted by Council in 1987 in order to <br />comply with such federal regulations~ and <br /> <br /> WHEREAS, the Gas Division has submitted an interim drug <br />testing policy, a copy of which is attached to this <br />resolution, that will satisfy the specific requirements of <br />the DOT regulations until the City's Substance Abuse Policy <br />can be revised to incorporate the DOT regulations for <br />affected Gas Division employees~ now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the attaChed Anti-Drug <br />Program for Gas Division employees is hereby approved for <br />implementation effective immediately, and that the City <br />Attorney and City Manager are directed to revise the City's <br />Substance Abuse Policy to make the two policies consistent <br />with each other. The procedures for approving changes in the <br />Substance Abuse Policy as set forth in Paragraph 6.0 of <br />Section 100-1 of the CityJs Standard Operating Procedure <br />shall be followed. <br /> <br />ORDINANCE: <br /> <br />STREET <br /> <br />CLOSING A PORTION OF CHESTNUT AVENUE NORTH OF CHERRY <br /> <br /> Mr. Huja stated that no utilities existed or were <br />planned for the portion of the street requested to be closed <br />and the Planning Commission recommended that the street be <br />closed for the following reasons: 1) No public benefit could <br />be gained by leaving this right-of-way open; and 2) Extension <br />of the street through the CSX property is not the most <br />feasible location for such a connection due to topography and <br />development on the north side of CSX. <br /> <br /> Mr. Toscano asked what the cost would be to put in a <br />right-of-way and Mr. Huja replied that it was estimated to <br />cost between $6t000 and $10,000 and that a savings of $3,000 <br />will be passed onto the purchaser of the property if the <br />street is closed. <br /> <br /> Ms. Wa~ers moved the ordinance and Mr. Toscano seconded <br />the motion. <br /> <br /> Mr. Huja stated that the owner requested that Council <br />waive the second reading of the ordinance because the <br />closing date was scheduled prior to the next Council meeting. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Vandever, <br />Council unanimously voted to waive the second reading of the <br />ordinance. <br /> <br /> The ordinance entitled 'JAN ORDINANCE CLOSING, VACATING <br />AND DISCONTINUING A PORTION OF CHESTNUT STREET" was approved <br />by the following vote. Ayes: Rev. Edwards, Ms. Slaughter, <br />Mr. Toscano, Mr. Vandever, Ms. Waters. Noes: None. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Rev. Edwards noted that the free bus ride program for <br />children eighteen and under was due to end and questioned <br />whether Council was interested in continuing the program. <br /> <br /> It was agreed that the program would continue through <br />the first weekend in September and the Schools would be <br />consulted regarding continuing the program into the school <br />year. <br /> <br /> Rev. Edwards requested that Council begin thinking about <br />developing a strategic plan in preparation for the Council <br /> <br /> <br />
