31 <br /> <br /> Mr. Hendrix presented alternatives for local <br />transportation planning as requested by Council: City/County/ <br />University staff plan in their own jurisdictions and <br />coordinate with each other; planning through the Planning and <br />Coordination Council (PACC); planning through' the <br />Metropolitan Planning Organization; planning and <br />implementation through anew transportation district; and <br />planning through the Transportation Coordination Committee <br />established for the 29 North issue. Mr. Hendrix noted that <br />the issue of transportation, particularly as it relates to <br />buses, is already scheduled to be discussed at the next PACC <br />meeting. <br /> <br /> Ms. Slaughter stated that Council needed to decide the <br />best forum to focus the preliminary discussion for <br />transportation planning. <br /> <br /> Ms. Waters stated that she was inclined to begin <br />discussions at the PACC. <br /> <br /> Ms. Slaughter stated that she would like to consider the <br />possibility of beginning discussions at the MPO. <br /> <br /> Mr. Satyendra Huja, Director of Community Development, <br />recommended that initial discussions begin with the PACC. <br /> <br /> Ms. Waters recommended asking three questions at the <br />PACC meeting: 1) should the issue of local transportation <br />planning be taken up; 2) what forum should be used to further <br />discuss the matter; and 3) how will it be staffed? <br /> <br /> Ms. Slaughter recommended that the report developed by <br />the Thomas Jefferson Planning District Commission be used in <br />the discussions. <br /> <br /> It was the consensus of Council to begin preliminary <br />discussion of local transportation planning at the PACC <br />meeting. <br /> <br />STAFF REPORT: BUS SERVICE FOR YOUTH <br /> <br /> Mr. Hendrix explained that the free bus service for <br />youth during the summer was very successful, with 35,506 <br />riders, although it was estimated that only 30% of the riders <br />used the buses for the intended purpose of going to park <br />programs. Mr. Hendrix stated that staff recommended the <br />following modifications to the program should Council decide <br />to continue the program into the school year: Saturday only <br />program; three month trial program; use of ID cards; and <br />reducing the age t© 16 and below. Mr. Hendrix noted that the <br />purpose of continuing the program into the school year <br />remained unclear. <br /> <br /> Ms. Slaughter questioned whether children taking early <br />morning classes and those who miss their regular bus might <br />benefit from continuing the program. Ms. Slaughter added <br />that she would like to hear from the school system on the <br />issue. <br /> <br /> Ms. Waters stated that she was concerned with the larger <br />issue of who should be given free privileges. <br /> <br /> Ms. Judith Mueller, Director of Public Works, stated <br />that informal discussions concerning the matter had been held <br />with school officials and they indicated that did not favor <br />providing free buses during school hours. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Waters, <br />Council unanimously voted to discontinue the free bus rides <br />for youth during the school year and to reinstitute the <br />program next summer. <br /> <br /> <br />
