Ms. Slaughter recommended that the proposed parks <br />committee look into the issue. <br /> <br />APPROPRIATION: $171,851 - cHARTER HOUSE (2nd reading) <br /> <br /> The $171,851 appropriation for Charter House which was <br /> offered at the August 20th meeting was approved by the <br /> following vote. Ayes: Rev. Edwards, Ms. Slaughter, Mr. <br /> Toscano, Ms. Waters. Noes: None. Absent: Mr. Vandever. <br /> <br /> BE IT RESOLVED by th~ Council of the City of <br />Charlottesville, Virginia, that the sum of $171,851 is hereby <br />appropriated from the Grants Fund to expenditure account <br />11-042-062025 for operation of Charter House during the <br />1990-91 fiscal year. Charter House shall be operated by th~ <br />Region Ten Community Services Division of Alcohol and <br />Substance Abuse under contract with the City. Such <br />appropriation shall be conditioned upon receipt of $82,535 <br />from the Virginia Department of Criminal Justice Services <br />Grant #91-A7408, and $89,316 shall be transferred from' <br />account 05-302-131034 in the General Fund to the Grants Fund, <br />for a total appropriation of $171,851. <br /> <br />APPROPRIATION: $5,000 - DENTURE PROGRAM <br /> <br /> Mr. Hendrix explained that a $5,000 donation had been <br /> made to the Department of Social Services for their Denture <br /> Program. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Toscano, the <br />$5,000 appropriation for the Denture Program was offered and <br />carried over to the next meeting for consideration. <br /> <br />APPROPRIATION: $2,835 - SPCA RENOVATION <br /> <br /> Mr. Hendrix stated that certain facilities at the SPCA <br />did not meet State standards and one-third of the cost of the <br />necessary renovations were being requested to be paid by the <br />City. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Waters, the <br />$2,835 appropriation for the SPCA renovation was offered and <br />carried over to the next meeting for consideration. <br /> <br />APPROPRIATION: $84,351.97 - YOUTH SERVICE CENTER <br /> <br /> Mr. Hendrix explained that the appropriation included <br />State funds and matching funds from Outreach Counseling <br />Service and the City, as previously approved, which is <br />appropriated since the City acts as fiscal agent for the <br />Youth Service Center. <br /> <br /> Ms. Slaughter stated that it was her understanding that <br />once the Children and Youth Commission is formed the City and <br />County will fund the Center equally. <br /> <br /> On motion by Ms. Waters, seconded by Ms. Slaughter, the <br />$84,351.97 appropriation for the Youth Service Center was <br />offered and carried over to the next meeting for <br />consideration, and the Commission was unanimously approved to <br />be advisory in nature. <br /> <br />RESOLUTION: GRANTING TEMPORARY EASEMENT ON LONG STREET FOR <br />DEPARTMENT OF TRANSPORTATION <br /> <br /> Mr. Hendrix recommended that the easement be granted to <br /> the Department of Transportation. <br /> <br /> Mr. Toscano questioned whether the City could use the <br />easement as leverage to urge the Department of Transportation <br />to allow the houses which have been purchased by the State in <br />anticipation of the road construction to be used for moderate <br />rental units. <br /> <br /> <br />
