Ms. Slaughter recommended that the proposed parks committee look into the issue. APPROPRIATION: $171,851 - cHARTER HOUSE (2nd reading) The $171,851 appropriation for Charter House which was offered at the August 20th meeting was approved by the following vote. Ayes: Rev. Edwards, Ms. Slaughter, Mr. Toscano, Ms. Waters. Noes: None. Absent: Mr. Vandever. BE IT RESOLVED by th~ Council of the City of Charlottesville, Virginia, that the sum of $171,851 is hereby appropriated from the Grants Fund to expenditure account 11-042-062025 for operation of Charter House during the 1990-91 fiscal year. Charter House shall be operated by th~ Region Ten Community Services Division of Alcohol and Substance Abuse under contract with the City. Such appropriation shall be conditioned upon receipt of $82,535 from the Virginia Department of Criminal Justice Services Grant #91-A7408, and $89,316 shall be transferred from' account 05-302-131034 in the General Fund to the Grants Fund, for a total appropriation of $171,851. APPROPRIATION: $5,000 - DENTURE PROGRAM Mr. Hendrix explained that a $5,000 donation had been made to the Department of Social Services for their Denture Program. On motion by Ms. Waters, seconded by Mr. Toscano, the $5,000 appropriation for the Denture Program was offered and carried over to the next meeting for consideration. APPROPRIATION: $2,835 - SPCA RENOVATION Mr. Hendrix stated that certain facilities at the SPCA did not meet State standards and one-third of the cost of the necessary renovations were being requested to be paid by the City. On motion by Mr. Toscano, seconded by Ms. Waters, the $2,835 appropriation for the SPCA renovation was offered and carried over to the next meeting for consideration. APPROPRIATION: $84,351.97 - YOUTH SERVICE CENTER Mr. Hendrix explained that the appropriation included State funds and matching funds from Outreach Counseling Service and the City, as previously approved, which is appropriated since the City acts as fiscal agent for the Youth Service Center. Ms. Slaughter stated that it was her understanding that once the Children and Youth Commission is formed the City and County will fund the Center equally. On motion by Ms. Waters, seconded by Ms. Slaughter, the $84,351.97 appropriation for the Youth Service Center was offered and carried over to the next meeting for consideration, and the Commission was unanimously approved to be advisory in nature. RESOLUTION: GRANTING TEMPORARY EASEMENT ON LONG STREET FOR DEPARTMENT OF TRANSPORTATION Mr. Hendrix recommended that the easement be granted to the Department of Transportation. Mr. Toscano questioned whether the City could use the easement as leverage to urge the Department of Transportation to allow the houses which have been purchased by the State in anticipation of the road construction to be used for moderate rental units.
