33 <br /> <br /> Mr. Hendrix stated that he did not feel the City could <br />block the easement, but indicated he would discuss the matter <br />of the houses with the Department of Transportation. <br /> <br /> On motion by Mr. Toscano~ seconded by Ms. Waters, the <br />resolution granting the temporary easement on Long Street for <br />the Department of Transportation was unanimously approved by <br />Council. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville that the Mayor is hereby authorized to <br />execute on behalf of the City, in form approved by the City <br />Attorney, the following document: <br /> <br />Agreement granting a temporary construction <br />easement (35 square feet) to the Commonwealth <br />of Virginia in connection with the widening <br />of Route 250 near St. Clair Avenue. <br /> <br /> A copy of such document shall be kept on file with the <br />minutes of the Council meeting at which this resolution was <br />adopted. <br /> <br />RESOLUTION: ESTABLISHING PARKS COMMITTEE <br /> <br /> Ms. Slaughter presented Council with a resolution <br />establishing a Parks Committee made up of seven persons <br />appointed by the Mayor who would advise Council regarding <br />City parks. <br /> <br /> Ms. Waters recommended that the proposed committee look <br />at both regional and neighborhood parks <br /> <br /> Rev. Edwards stated that he would discuss appointments <br />to the committee with staff. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Toscano, the <br />resolution establishing a parks committee was unanimously <br />approved by Council. <br /> <br /> The City Council hereby resolves that an advisory <br />committee on City parks be established to: <br /> <br /> 1) Consult with the Department of Parks and Recreation <br />and advise the Planning Commission on allocation of funds to <br />the Five Year Capital Improvements Program for neighborhood <br />and regional parks, including use of school recreational <br />facilities as neighborhood recreational facilities; <br /> <br />2) Discuss and formulate a planning process for parks; <br /> <br /> 3) Review the 1990 summer recreation programs and <br />special events from a citizens perspective and recommend <br />locations of programs and program priorities for 1991; and <br /> <br /> 4) Review data on summer youth transportation program <br />(and any other transportation program). <br /> <br /> The Mayor should select members to represent a wide <br />variety of neighborhoods and persons involved with children <br />and youth. If possible, a member of the Planning Commission <br />should be included. This committee shall report to City <br />Council. <br /> <br />RESOLUTION: <br /> <br />ORDINANCE: <br /> <br />REENACTING CDBG ORDINANCE <br />AMENDING CDBG ORDINANCE <br /> <br /> Mr. Hendrix stated that there is a sunset provision in <br />the Community Development Block Grant ordinance which <br />requires a review of the ordinance every three years. Mr. <br />Hendrix stated that the CDBG Task Force recommended that the <br />ordinance be amended to require that the Task Force contain a <br /> <br /> <br />
