Mr. <br />Hendrix noted that staff did not concur with this <br />recommendation because of the difficulty in filling the <br />vacancies on the Task Force. Mr. Hendrix also recommended <br />eliminating "material change" as it relates to changes in <br />funding recommended by the Council which would give the <br />Council more discretion. <br /> <br /> Ms. Peppy Linden, a member of the CDBG Task Force, <br />stated that she felt the change in meeting time for the Task <br />Force would make it easier for citizens to serve on the Task <br />Force. <br /> <br /> Ms. Slaughter stated that she favored eliminating <br />"material" but leaving the requirement that the CDBG Task <br />Force review changes made by Council amounting to more than <br />lO%. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Waters, the <br />ordinance entitled "AN ORDINANCE TO ~4END AND REORDAIN <br />SECTIONS 2-135 AND 2-137 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1976, AS AMENDED, RELATING TO REPRESENTATION <br />OF TARGET NEIGHBORHOODS ON THE CDBG TASK FORCE AND THE ANNUAL <br />PLANNING PROCESS," with the requirement of members from the <br />six target neighborhoods and the removal of "material <br />change," was offered and carried over to the next meeting for <br />consideration. <br /> <br /> On motion by Ms. Waters, seconded by Ms. Slaughter, the <br />resolution reenacting the CDBG ordinance was unanimously <br />approved by Council. <br /> <br /> WHEREAS, Section 2-139 of Article XX of Chapter 2 of the <br />Code of the City of Charlottesville, 1976, as amended, <br />requires City Council to review and approve every three years <br />the Community Development Block Grant planning process and <br />the operation of CDBG-related task forces; and <br /> <br /> WHEREAS, such review has been conducted and has been <br />found to have fulfilled its intended purposes, now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that Article XX of Chapter 2 <br />entitled "Community Development Block Grant Planning" is <br />hereby continued and approved in its present form for another <br />three (3) year period ending May 4, 1993, unless sooner <br />changed by proper amendment. <br /> <br />PUBLIC <br /> <br />There were no matters by the Public. <br /> <br />OTHER BUSINESS <br /> <br /> Interviews for the Housing Authority were set for <br />September 13th. <br /> <br /> Mr. Hendrix explained that the University of Virginia <br />has offered to split the cost of overtime for police and <br />traffic personnel for football games for a five year period. <br />Mr. Hendrix stated that the cost to the City would be $7,500 <br />and would need to be appropriated. Mr. Hendrix added that <br />discussions are being held with the University regarding the <br />possibility of the University paying a fire service fee to <br />the City. <br /> <br /> Ms. Slaughter moved the appropriation for overtime for <br />police and traffic personnel, adding that she was willing to <br />provide the funding for this year but wanted to discuss <br />further providing funding in the long-term. Mr. Toscano <br />seconded the motion and the appropriation was carried over to <br />the next meeting for consideration. <br /> <br /> <br />
