35 <br /> <br /> Mr. Toscano recommended that Council discuss ways to <br />pressure the State to designate a percentage of lottery <br />proceeds to localities at its upcoming retreat. <br /> <br /> Ms. Slaughter stated that she was pleased to hear that <br />revenues have increased for businesses downtown. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Waters, <br />Council unanimously voted to meet in executive session for <br />the purpose of considering the acquisition or use of real <br />property for public purpose, or the disposition of publicly <br />held property and for the purpose of consultation with legal <br />counsel concerning matters pertaining to actual or probable <br />litigation or other matters requiring legal advice, and as <br />more specifically described as tax reassessment litigation as <br />authorized by Section 2.1-344(a)(3) and (7) of the Virginia <br />Freedom of Information Act. <br /> <br /> Council reconvened in open session and, on motion by Ms. <br />Waters, seconded by Ms. Slaughter, unanimously certified <br />that, to the best of each memberls knowledge, (i) only public <br />business matters lawfully exempted from open meeting <br />requirements by Virginia law were discussed in the executive <br />meeting to which this certification resolution applies, and <br />(ii) only such public business matters as were identified in <br />the motion convening the executive meeting were heard, <br />discussed or considered by the Council. <br /> <br />COUNCIL CHAMBER - September 17, 1990 <br /> <br /> Council met in regular session on this date with the <br />following members present: Rev.
