3~ Mr. Toscano recommended that Council discuss ways to pressure the State to designate a percentage of lottery proceeds to localities at its upcoming retreat. Ms. Slaughter stated that she was pleased to hear that revenues have increased for businesses downtown. On motion by Ms. Slaughter, seconded by Ms. Waters, Council unanimously voted to meet in executive session for the purpose of considering the acquisition or use of real property for public purpose, or the disposition of publicly held property and for the purpose of consultation with legal counsel concerning matters pertaining to actual or probable litigation or other matters requiring legal advice, and as more specifically described as tax reassessment litigation as authorized by Section 2.1-344(a)(3) and (7) of the Virginia Freedom of Information Act. Council reconvened in open session and, on motion by Ms. Waters, seconded by Ms. Slaughter, unanimously certified that, to the best of each member,s knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or Considered by the Council. ,~0urned. On motion by Ms. Slaughter, seconded by Ms. Waters, the minutes of the August 28th meeting were approved as presented, with Mr. Vandever abstaining. PUBLIC Ms. Peppy Linden, representing the Piedmont Council of the Arts, invited Council to attend the September 23rd production of "Kids Only," performed by Arts Alive: Theatre for Young People, which will be dedicated to the Fifeville neighborhood. ORDINANCE: EXPANDING MEMBERSHIP OF THE HOUSING AUTHORITY (2nd reading) The ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTION 2-5.1 OF THE CODE OF THE CITY OF ~ CHARLOTTESVILLE, 1976, AS AMENDED, TO ALLOW FOR THE APPOINTMENT OF TWO ADDITIONAL MEMBERS TO THE CHARLOTTESVILLE REDEVELOPMENT AND HOUSING AUTHORITY BOARD OF COMMISSIONERS,,, which was offered at the July 16th meeting, was approved by the following vote. Ayes: Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever, Ms. Waters. Noes: None.
