36 <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Slaughter, <br />Ms. Martha Darnell was unanimously appointed to a two-year <br />term on the Charlottesville Redevelopment and Housing. <br />Authority. This term will expire on June 30, 1992. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Waters, 'Ms. <br /> Lona Denson was unanimously appointed to a two-year term on <br /> the Charlottesville Redevelopment and Housing Authority. <br /> This term will expire on June 30, 1992. <br /> <br />APPROPRIATION: $5,000 - DENTURE PROGRAM (2nd reading) <br /> <br /> The $5,000 appropriation for the Denture Program which <br /> was offered at the September 4th meeting was approved by the <br /> following vote. Ayes: Rev. Edwards, Ms. Slaughter, Mr. <br /> Toscano, Mr. Vandever, Ms. Waters. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sum of $5,000, received as <br />donations to the Charlottesville Department of Social <br />Services, is hereby appropriated to expenditure account <br />12-161-062296 to be expended in support of the Denture <br />Program. <br /> <br />APPROPRIATION: $2,835 - SPCA RENOVATION (2nd reading) <br /> <br /> The $2,835 appropriation for the City's share of the <br />SPCA renovation which was offered at the September 4th <br />meeting was approved by the following vote. Ayes: Rev. <br />Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever, Ms. <br />Waters. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sum of $2,835 is hereby <br />appropriated from the unappropriated balance of the General <br />Fund to be paid to the local SPCA for the renovation of their <br />facility located on Woodburn Road in Albemarle County. <br /> <br />APPROPRIATION: $84,351.97 - YOUTH SERVICE CENTER (2nd reading) <br /> <br /> The $84,351.97 appropriation for the Youth Service <br />Center which was offered at the September 4th meeting was <br />approved by the following vote. Ayes: Rev. Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever, Ms. Waters. Noes: <br />None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sum of $84,351.97 is <br />hereby appropriated to the Grants Fund in expenditure account <br />11-042-062024 for operation of the Youth Service Center <br />during the 1990-91 fiscal year. Such center shall be <br />operated by the Youth Service Center under contract with the <br />City. Such appropriation shall be conditioned upon receipt <br />of $57,812.64 from the Virginia Department of Corrections <br />(Virginia Delinquency Prevention and Youth Development Act <br />Grant 90-II-2), $4,887 in matching funds from Outreach <br />Counseling Services, Inc., $5,833.33 from the County of <br />Albemarle, and $15,819 shall be transferred from account <br />05-302-131031 in the General Fund to the Grants Fund. <br /> <br />APPROPRIATION: <br /> <br />reading) <br /> <br />$15,000 - POLICE AND TRAFFIC OVERTIME (2nd <br /> <br /> Mr. Vandever objected to funding overtime for University <br />football games and noted that this amount had been eliminated <br />from the budget by Council. Mr. Vandever stated that the <br />University could pay the entire amount for overtime by <br />setting aside six and a half cents per ticket sold. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Hendrix <br />stated that traffic employees set up the signs and barricades <br /> <br /> <br />
