39 <br /> <br />CACY would meet with SDC to review its recommendations; <br />3) SDC would consider the CACY Commission recommendations as <br />part of its overall budget deliberations; 4) Council would <br />receive the CACY Commission report with SDC concurrence, or <br />if SDC did not concur, two separate reports; and 5) Since <br />CACY Commission will be newly formed just before budget time, <br />this year SDC and CACY will jointly hear from the agencies on <br />children and youth and make joint recommendations. (Thus <br />CACY could learn from and develop a working relationship with <br />SDC.) CACY would spend the next year coordinating and <br />evaluating services for children and youth in the City and <br />County. <br /> <br /> Ms. Waters stated that she supported Ms. Slaughter's <br />proposal. <br /> <br /> Responding to questions from Mr. Toscano, Mr. Chapman <br />stated that the staffing would be provided by the current <br />Youth Service Center, but the development committee has <br />recommended that the position of director be advertised. <br /> <br /> Mr. Chapman stated that the agreement provided the <br />flexibility to either involve or not involve the Social <br />Development Commission in the process. <br /> <br /> Mr. Vandever stated that he was concerned about removing <br />the responsibility of advising on children and youth from the <br />Social Development Commission and would prefer to see the <br />CACY Commission as a subgroup of the SDC. <br /> <br /> Ms. Slaughter made a motion to approve the resolution <br />and agreement establishing the Children and Youth Commission, <br />with the addendum as recommended above, stressing that this <br />would give more status to the Commission and recommended <br />that the agreement be changed by substituting the word <br />position for planner in the staffing. Mr. Toscano seconded <br />the motion. <br /> <br /> Mr. Toscano stated that he supported the creation of the <br />CACY Commission, but recognized that there may be problems <br />with.how it relates to the City and the Social Development <br />Commission. Mr. Toscano suggested that it might be <br />desirable to have one or two Social Development Commission <br />members on the CACY Commission. <br /> <br /> Rev. Edwards stated that he was willing to support Ms. <br />Slaughter's recommendation for at least this year and he <br />would support appointing a Social Development Commission <br />member to the CACY Commission. <br /> <br /> Ms. Waters and Ms. Slaughter stated that they would be <br />willing to give serious consideration to appointing a SDC <br />member to the Commission. <br /> <br /> Mr. Vandever stated that he would support appointing a <br />SDC member to the Commission. <br /> <br /> The resolution establishing the Charlottesville- <br />Albemarle Children and Youth Commission was approved by the <br />following vote. Ayes: Rev. Edwards, Ms. Slaughter, Mr. <br />Toscano, Ms. Waters. Noes: Mr. Vandever. <br /> <br /> WHEREAS, the Charlottesville City Council is committed <br />to the identification, development and delivery to children <br />and youth in the City of Charlottesville such services that <br />will improve the quality of life, enhance wholesome personal <br />development, and prevent juvenile delinquency; and <br /> <br /> WHEREAS, the citizens of the City of Charlottesville <br />have a vested interest in the development of positive <br />attributes in their children and youth, and citizen <br />participation is acknowledged as beneficial to!the planning, <br />development, and coordination of services for children and <br /> <br /> <br />
