40 <br /> <br />Youth Services Board; and <br /> <br /> WHEREAS, the Delinquency Prevention and Youth <br />Development Act passed by the Virginia General Assembly in <br />1979 endorses the establishments of a Children and Youth <br />Services Board; and <br /> <br /> WHEREAS, representatives of the Charlottesville City <br />Council and the Albemarle County Board of Supervisors are <br />recommending that the City of Charlottesville expand its <br />Youth Commission to include representation of and and service <br />to Albemarle County; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville that a resolution dated June 4, 1984~ <br />concerning the Youth Commission of the City of <br />Charlottesville is hereby amended as follows: <br /> <br /> 1. The Youth Commission shall be expanded to include <br />citizen representation from Albemarle County and the name of <br />the Youth Commission shall be changed to the <br />Charlottesville/Albemarle Children and Youth Commission. <br /> <br /> 2. The membership of the Committee shall be increased <br />to thirteen citizens, six of whom are to be appointed by the <br />City Council and seven of whom are to be appointed by the <br />Albemarle County Board of Supervisors according to a separate <br />agreement attached hereto. The Mayor is hereby authorized <br />to execute said attachment hereto. The Mayor is hereby <br />authorized to execute said agreement in the same or <br />substantially same form as approved by the City Attorney. A <br />majority of the members are not to be elected officials of <br />either government nor employed by either government nor by <br />any service agency; and at lease one member and preferable <br />two members from each jurisdiction shall be below eighteen <br />years of age. No person, title, or agency shall be appointed <br />to a permanant position on the Commission. Adult members of <br />the commission shall be appointed for terms of three years <br />and eligible to serve two consecutive years; initial <br />appointments shall be staggered for continuity. Youth <br />members of the Commission shall be appointed to a one year <br />term and subject to reaPpointment. <br /> <br /> 3. The Charlottesville/Albemarle Children and Youth <br />Commission shall derive its authority from, and be <br />administered by, the Charlottesville City Council and the <br />Albemarle County Board of Supersvisors, and shall function in <br />an advisory capacity in the establishment of goals and <br />opjectives, and in the supervision and administration of the <br />Office of Children and Youth in compliance with all "Minimum <br />Standards" for the Delinquency Prevention and Youth <br />Development Act Grants. <br /> <br /> 4. The responsibilities of the Commission shall include <br />but not be limited to: <br /> <br /> a) Evaluating and monitoring current service delivery <br />systems of children and youth agencies to assure greater <br />coordination and communication within the community; <br /> <br /> b) Recommending any additions, deletions or changes in <br />laws, policies, or procedures that will improve the community <br />conditions for 'children and youth development; <br /> <br /> c) Acting as an advocate for the improvement of <br />children and youth services and encouraging the involvement <br />of the community in the solutions to identified problems; <br /> <br /> d) Providing a program of public education about the <br />needs and problems of children and youth in the community; <br /> <br /> e) Participating with community representatives in the <br />formulation of a comprehensive plan for the development, <br /> <br /> <br />
