41 <br /> <br />coordination, and evaluation of the children and youth <br />services program and making formal recommendations to the <br />governing authority at least annually concerning the <br />comprehensive plan and its implementation during the ensuing <br />year. <br /> <br /> 5. The Charlottesville/Albemarle Children and Youth <br />Commission shall assist the City Manager and County Executive <br />in the supervision, administration, and evaluation of the <br />Office on Children and Youth. The Office shall immplement <br />strategies to accomplish the goals and objectives as <br />established by the Commission, City Manager, and the County <br />Administrator. Initially, the Office of Children and Youth <br />shall be staffed by a full time program manager and a half <br />time position. These positions will be classified and titled <br />by the City Manager's Office in conjunction with the <br />Department of Human Resources. <br /> <br /> 6. The Charlottesville City Council shall fund its <br />share of the required local match (a proportionate share of <br />twenty-five percent (25%) of the total program cost) for <br />grants awarded pursuant to Title 66, Chapter 3, Section 66-31 <br />of the Code of Virginia (1990). <br /> <br /> 7. The effective date of this resolution is December 1, <br />1990 and the terms of any new members appointed to the Youth <br />Commission pursuant to this resolution shall not begin until <br />that date. <br /> <br /> 8. The budget and program review process for the <br />Children and Youth Commission (CAYC) will be as follows: <br /> <br /> a) CAYC will review all children and youth programs and <br />make programmatic and budget recommendations, including <br />private agency programs and other youth programs within City <br />government not presently reviewed by the Social Development <br />Commission. ~ <br /> <br /> b) For all programs sponsored by private social <br />agencies, CAYC will meet with the Social Development <br />Commission to review its recommendations. <br /> <br /> c) The Social Development Commission will cOnsider <br />CAYC recommendations as part of its overall budget <br />deliberations. <br /> <br /> d) City Council will receive a CAYC report with Social <br />Development Commission concurrence, or if the Social <br />Development Commission does not concur, two separate reports. <br /> <br /> e) Since CAYC will be newly formed just before the <br />budget review process for fiscal year 1991-92, in 1991 the <br />Social Development Commission and the CAYC will jointly hear <br />from the agencies on children and youth and make joint <br />recommendations. Thereafter, CAYC will ~coordinate and <br />evaluate services for children and youth in the city and <br />county. <br /> <br />ORDINANCE: AMENDING CDBG ORDINANCE (2nd reading) <br /> <br /> Mr. Gouldman recommended that the two sectionsof the <br /> ordinance be voted on separately. <br /> <br /> With regard to the amendment requiring _that six members <br />of the CDBG Task Force be from the target neighborhoods, <br />Council agreed to reconsider the matter should recruitment be <br />difficult. <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND <br />REORDAIN SECTION 2-135 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1976, AS AMENDED, RELATING_TO <br />REPRESENTATION OF TARGET NEIGHBORHOODS,,, which was offered'at <br />the September 4th meeting, was approved by the following <br /> <br /> <br />
