55 <br /> <br />PVCC~s activities during the past year. In 1989-90, 7,114 <br />different students were served and black enrollment has <br />increased by 18% as of this year. The training provided <br />to the business community has increased and PVCC has worked <br />closely with the public schools, including the Charlottesville- <br />Albemarle Technical Education Center. Dr. DiCroce listed <br />future goals as expanding outreach to the outlying counties <br />and business and enhancing the partnership with the <br />University of Virginia and public schools. Dr. DiCroce <br />explained that PVCC will begin it's first ever fund raising <br />campaign made necessary due to a $300,000 shortfall in State <br />in the biennium. <br /> <br /> Ms. Waters stated that she felt PVCC was a vital link in <br />the chain of getting students placed in business and higher <br />education. <br /> <br /> Dro DiCroce, responding to a question from Ms. Slaughter, <br />stated that a cooperative adult degree program had been <br />developed with MarY Baldwin College which provides an <br />opportunity for students to obtain a baccalaureate degree and <br />262 students are currently enrolled in the program. <br /> <br /> Ms. Slaughter commended Ms~ Grace Tinsley, a member of <br />the PVCC Board~ for her efforts to increase minority <br />enrollment. <br /> <br /> Ms. Waters stated that she felt PVCC's child care <br />referral service was important. <br /> <br />APPROPRIATION: $3,866 - LITTER CONTROL GRANT (2nd reading) <br /> <br /> The $3,866 appropriation of the Litter Control Grant <br /> which was offered at the September 17th meeting was approved <br /> by the following vote. Ayes: Rev. Edwards, Ms. Slaughter, <br /> Mr. Toscano, Mr. Vandever, Ms. Waters. Noes: None. <br /> <br /> BE IT RESOLVED by-the Council of the City of <br /> Charlottesville, Virginia that the sum of $3,866 is hereby <br /> appropriated from the Grants fund to expenditure account <br /> 11-042-052030-43109 for use by the Charlottesville-Albemarle <br /> Clean Community Commission (CAC3) in recycling and litter <br /> control projects for the period July 1, 1990 through June 30. <br /> 1991. Such-approriation shall be subj~ect to the receipt of a <br /> like amount in revenue from the Virginia Division of Litter <br /> Control. <br /> <br />RESOLUTION: AUTHORIZING $400,000 IN INDUSTRIAL DEVELOPMENT BONDS <br />FOR HEARTHSTONE CHILDREN'S CORPORATION (RONALD MCDONALD HOUSE) <br /> <br /> Mr. Hendrix stated that the Charlottesville Industrial <br />Development Authority had approved industrial development <br />bonds for a portion of the financing for building and <br />equipping the local Ronatd McDonald House. <br /> <br /> Mr. Ed Lowry, President of the Hearthstone Children's <br />Corporation Board of Directors, explained that the Ronald <br />McDonald House is a home for families treated at local <br />hospitals, primarily at the University of Virginia, who come <br />from outside the area, with an average stay of two to six <br />weeks. The new facility will contain 18 bedrooms, with an <br />additional ten to be added in ~the future as needed. Mr. <br />Lowry stated that ~the facility had been designed to have a <br />homelike appearance and environment at a total cost of $1 <br />million. Mr. Lowry also presented a resolution adopted by <br />the Hearthstone Children's Carporation Board reaffirming the <br />Board's affirmative action policy. <br /> <br /> Ms. Waters questio~e~d whether a .'special permit was <br />necessary for the building, but Mr ~ Lowry replied that the <br />property is commercially zoned and the building could be. <br />built by right. <br /> <br /> <br />
