54 <br /> <br /> Ms. Fran Sackett, director of "Kids Only," stated that <br />the program had involved youth from all socio-economic levels <br />and dealt with issues relevant to teenagers in the community. <br /> <br />PUBLIC HEARING: FIFEVILLE NEIGHBORHOOD SECOND YEAR PROJECTS <br /> <br /> Mr. Satyendra Huja, Director of Community Development, <br /> reviewed the projects recommended for the second year in the <br /> Fifeville neighborhood as recommended by the Fifeville <br /> Neighborhood Task Force and Planning Commission: Housing <br /> Rehabilitation Program (CHIP); House Bank; Tonsler Park <br /> improvements; wall repair and/or replacement; sidewalk <br /> improvements; street paving and the Reading. Program. Mr. <br /> Huja explained that a total of $425,000 is recommended to be <br /> spent, $140,000 of which will come from the City's Capital <br /> Improvement Budget. <br /> <br />The public hearing was opened. <br /> <br /> Ms. Ethel Henderson, Chair of the Fifeville Neighborhood <br />Task Force, requested that Council support the recommendations <br />as outlined by Mr. Huja. <br /> <br /> Rev. Edwards asked Ms. Henderson's opinion about the <br />recommendation by Mr. William Harris, Planning Commission <br />member, that no money be spent on Tonsler Park until a master <br />plan is developed. <br /> <br /> Ms. Henderson stated that she agreed that a master plan <br />should be developed for all neighborhood parks, but felt that <br />certain improvements in Tonsler were necessary prior to the <br />development of a plan. <br /> <br /> As there were no further speakers the public hearing was <br />closed. <br /> <br /> Ms. Waters recommended developing a method to keep the <br />neighborhood informed about the schedule of projects such as <br />a newsletter or flyer. Ms. Waters stated that she would <br />favor the City funding the 6 1/2 Street paving project if a <br />shortfall occurs in order to maintain the funding for the <br />House Bank Program at the recommended level. <br /> <br /> Responding to a question from Ms. Slaughter about the <br />status of the first year projects in Fifeville, Ms. Judith <br />Mueller, Director of Public Works, stated that the first <br />four sidewalk projects have been bid and construction should <br />begin by the middle of October. Ms. Mueller explained that <br />the wall projects will be bid as soon as easements are <br />signed. <br /> <br /> Responding to a question from Ms. Slaughter, Mr. Huja <br />stated that the second year projects should be started in the <br />spring of 1991. <br /> <br /> Mr. Toscano reCommended that a neighborhood celebration <br />be held as progress is made on the projects. Mr. Toscano <br />thanked Ms. Henderson and the Fifeville Task Force for their <br />hard work. <br /> <br /> Mr. Toscano made a motion to approve the projects as <br />recommended by the Task Force, on the condition that if a <br />shortfall in funding occurs on the 6 1/2 Street paving <br />project then the matter will return to Council for its <br />consideration rather than using funds from the House Bank <br />Program. Ms. Waters seconded the motion and the second year <br />projects for Fifeville were unanimously approved by Council. <br /> <br />PRESENTATION: PIEDMONT VIRGINIA COMMUNITY COLLEGE <br /> <br /> Dr. Deborah DiCroce, President of Piedmont Virginia <br />Community College (PVCC), presented Council with an update on <br /> <br /> <br />
