59 <br /> <br /> Mr. Hendrix explained that the original request had been <br />to close Laurel Street, but the City Attorney had negotiated <br />an alternate agreement for an encroachment of a driveway <br />after concern was expressed about the conditions of the <br />street closing. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Vandever, the <br />resolution granting an encroachment on Laurel Street was <br />unanimously approved by Council. <br /> <br /> BE IT. RESOLVED by the Council of the City of <br />Charlottesville that the Mayor is hereby authorized to <br />execute on behalf of the City, in form approved by the City <br />Attorney, the following document: <br /> <br /> Consent of Encroachment to First Monte Vista <br /> Land Trust from the City to acknowledge an <br /> encroachment into the Laurel Street right-of-way. <br /> <br /> A copy of such document shall be kept on file with the <br />minutes of the Council meeting at which this resolution was <br />adopted. <br /> <br />PUBLIC <br /> <br /> Ms. Danielle Gibson of 816 Belmont ~AvenUe, expreSsed <br />concern about the design of the building being constructed on <br />815 Belmont Avenue. Ms. Gibson stated that developers should <br />meet with the surrounding neighbors and should be aware of <br />the historic nature of Belmont. Mr. Gibson also noted <br />concern with the building'permit process which allows plans <br />to be changed after the permit is approved. Ms. Gibson stated <br />that the Belmont neighborhood supports R-lA zoning within <br />Belmont. <br /> <br /> Ms. Slaughter queStioned whether it would be possible to <br />extend the arChitectural design control district into <br />Belmont. <br /> <br /> Mr. Huja~stated that in order to qualify for historic <br />designation all properties must be surveyed. Mr. Huja added <br />that requests have also been received to survey portions of <br />Venable and Ridge Street neighborhoods for historic <br />designation purposes, but current staffing is insufficient to <br />conduct these surveys. Mr. Huja noted that the type of <br />review requested by Ms. Gibson can only be done in the design <br />control districts. <br /> <br /> Ms. Waters stressed that the City is prohibited by. State <br />law to denY building permits if all requirements are' met. <br /> <br /> Ms. Gibson stated that she felt the City should protect <br />vacant space in Belmont by purchasing the property and making <br />parks or other Public spaces <br /> <br /> Ms. Slaughter encouraged community members to get <br />together to discuss how they would like development in their <br />neighborhoods to look and then attempt to work cooperatively <br />with developers to achieve this goal. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Slaughter stated that she would like to see the City <br />look into ways to welcome and provide public information to <br />visitors to the area. <br /> <br /> Ms. Waters complimented the Mayor on bringing the <br />Governor to the Charlottesville Schools. <br /> <br /> Rev. Edwards announced a drug rallY Sponsored by the <br />Interfaith Alliance for Youth scheduled to be held at Mt. <br /> <br /> <br />
