P~esid~f t~ _ Ci~ ~ COUNCIL CHAMBER - October 15, 1990 Council met in regular session on this date with the following members present: Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. Absent: Ms. Waters. MINUTES On motion by Mr. Toscano, seconded by Ms. Slaughter, the minutes of the September 21s~ meeting were unanimously approved as amended. On motion by Mr. Vandever, seconded by Ms.. Slaughter, the minutes of the September 22nd meeting were unanimously approved as amended. On motion by Mr. Vandever, seconded by Mr. Toscano, the minutes of the October 1st meeting were unanimously approved as corrected. PUBLIC Mr. Jonathan Spivey of 714 Orangedale Avenue, President of the Orangedale Neighborhood Association, complained to Council that Virginia Power has begun staking for digging in the front of properties in Orangedale. Mr. Spivey stated that a letter from Virginia Power to property owners incorrectly stated that he had approved the work. Mr. Spivey requested that Council investigate Virginia Power's tactics and that work be stopped until a meeting can be held with Council, staff, Virginia Power and neighborhood members. Mr. Hendrix explained that while he was unaware that Virginia Power had begun work, Virginia Power does have a legal easement in the area where the work was beginning. Mr. Hendrix stated that erosion is occurring to the rear of the properties in question and the power lines need to be relocated. Mr. Hendrix stated that he would arrange a meeting of staff, Virginia Power, and neighborhood representatives. Mr. Dave Roop, Regional Manager for Virginia Power, explained that underground cables have been exposed due to the erosion problems and for Safety reasons the.cables need to be relocated immediately. Mr. Roop stated that he was not aware of the letter referred to by Mr, Spivey but he would look into the matter fUrther. Ms. Marie McInnis requested that the Mayor declare November as Alzheimer's month. PRESENTATION: VIRGINIA FESTIVAL OF AMERICAN FILM Mr. Robert Gazzale~ President of the Virginia Festival of American Film, reviewed plans for the Film Festival beginning on October 24th.
