Edwards, Ms. Slaughter, Mr. <br />Toscano, Mr. Vandever. Absent: Ms. Waters. <br /> <br />MINUTES <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Slaughter, the <br />minutes of the September 21s~ meeting were unanimously <br />approved as amended. <br /> <br /> On motion by Mr. Vandever, seconded by Ms.. Slaughter, <br />the minutes of the September 22nd meeting were unanimously <br />approved as amended. <br /> <br /> On motion by Mr. Vandever, seconded by Mr. Toscano, the <br />minutes of the October 1st meeting were unanimously approved <br />as corrected. <br /> <br />PUBLIC <br /> <br /> Mr. Jonathan Spivey of 714 Orangedale Avenue, President <br />of the Orangedale Neighborhood Association, complained to <br />Council that Virginia Power has begun staking for digging in <br />the front of properties in Orangedale. Mr. Spivey stated <br />that a letter from Virginia Power to property owners <br />incorrectly stated that he had approved the work. Mr. Spivey <br />requested that Council investigate Virginia Power's tactics <br />and that work be stopped until a meeting can be held with <br />Council, staff, Virginia Power and neighborhood members. <br /> <br /> Mr. Hendrix explained that while he was unaware that <br />Virginia Power had begun work, Virginia Power does have a <br />legal easement in the area where the work was beginning. Mr. <br />Hendrix stated that erosion is occurring to the rear of the <br />properties in question and the power lines need to be <br />relocated. Mr. Hendrix stated that he would arrange a <br />meeting of staff, Virginia Power, and neighborhood <br />representatives. <br /> <br /> Mr. Dave Roop, Regional Manager for Virginia Power, <br />explained that underground cables have been exposed due to <br />the erosion problems and for Safety reasons the.cables need <br />to be relocated immediately. Mr. Roop stated that he was not <br />aware of the letter referred to by Mr, Spivey but he would <br />look into the matter fUrther. <br /> <br /> Ms. Marie McInnis requested that the Mayor declare <br />November as Alzheimer's month. <br /> <br />PRESENTATION: VIRGINIA FESTIVAL OF AMERICAN FILM <br /> <br /> Mr. Robert Gazzale~ President of the Virginia Festival <br />of American Film, reviewed plans for the Film Festival <br />beginning on October 24th. <br /> <br /> <br />
