69

lighting recommended by the Urban Design Committee which had
been approved by VDOT.

Mr. Hendrix summarized the options available to Council:
1) set aside ~50,000 for lighting fixtures recommehded by the
Urban Design Committee; 2) accept VDOT's standard lighting
and have VDOT pay the total cost; or 3) pay for the necessary
conduits and determine later what to do.

Mr. Vandever made a motion to accept the recommendation
of the Urban Design Committee with regard to the design of
the Free Bridge and Ms. Slaughter seconded the motion.

Mr. Toscano .questioned whether approval of the lighting
recommendations would mean that $50,000 would need to be
reserved in the capital program budget.

Mr. Vandever questioned what would happen if the City
did not install the lighting at a later date.

Mr. Hendrix replied that if the City failed to install
lighting in the future then it may have to pay for the cost
of the conduit. Mr. Hendrix explained that the $50,000 could
be reserved over a period of time.

Ms. Slaughter stated that she would favor setting aside
the $50,000 in order to light the bridge.as recommended since
Free Bridge is a major entranceway into the City.

Council unanimously approved the recommendation of the
Urban Design Committee regarding the design and lighting of
of the Free Bridge, with the understanding that $50,000 would
need to be reserved over the next few years in the capital
budget to cover the cost of pedestrian lighting to be added
at a later date.

RESOLUTION: REGIONAL SOLID WASTE PLAN

Mr. Hendrix stated that staff have been looking at
the following alternative approaches to developing a solid
waste management plan which is required by the State by July
1, 1991: City involvement only; City and Albemarle County
involvement; or regional involvement, probably including
those counties in the Planning District. Mr. Hendrix
recommended developing the plan with a regional approach.

WHEREAS, the State Department of Waste Management is
requiring each city, county, town, designated region,
planning district or service authority to ~submit a Solid
Waste Management Plan by July 1, 1991; and

WHEREAS, the member governments of the Thomas Jefferson
Planning District Commission have a history of cooperation on
solid waste issues as well as on environmental and related
matters; and

WHEREAS, there are mutual solid waste management~
interests and needs among the jurisdictions within the Thomas
Jefferson Planning District; and

WHEREAS, there exists for the Thomas Jefferson Planning
District a data base of information on solid waste and other
related data needed for solid waste management planning; and

WHEREAS,. the Thomas Jefferson Planning District
Commission is capable under the Virginia Area Development Act
of acting as the regional planning body for the governments
within its boundaries;

THEREFORE BE IT RESOLVED that, the governing bodies
designated below do hereby request of the DirectorI of the
Virginia Department of Waste Management designation of the
