69 <br /> <br />lighting recommended by the Urban Design Committee which had <br />been approved by VDOT. <br /> <br /> Mr. Hendrix summarized the options available to Council: <br />1) set aside ~50,000 for lighting fixtures recommehded by the <br />Urban Design Committee; 2) accept VDOT's standard lighting <br />and have VDOT pay the total cost; or 3) pay for the necessary <br />conduits and determine later what to do. <br /> <br /> Mr. Vandever made a motion to accept the recommendation <br />of the Urban Design Committee with regard to the design of <br />the Free Bridge and Ms. Slaughter seconded the motion. <br /> <br /> Mr. Toscano .questioned whether approval of the lighting <br />recommendations would mean that $50,000 would need to be <br />reserved in the capital program budget. <br /> <br /> Mr. Vandever questioned what would happen if the City <br />did not install the lighting at a later date. <br /> <br /> Mr. Hendrix replied that if the City failed to install <br />lighting in the future then it may have to pay for the cost <br />of the conduit. Mr. Hendrix explained that the $50,000 could <br />be reserved over a period of time. <br /> <br /> Ms. Slaughter stated that she would favor setting aside <br />the $50,000 in order to light the bridge.as recommended since <br />Free Bridge is a major entranceway into the City. <br /> <br /> Council unanimously approved the recommendation of the <br />Urban Design Committee regarding the design and lighting of <br />of the Free Bridge, with the understanding that $50,000 would <br />need to be reserved over the next few years in the capital <br />budget to cover the cost of pedestrian lighting to be added <br />at a later date. <br /> <br />RESOLUTION: REGIONAL SOLID WASTE PLAN <br /> <br /> Mr. Hendrix stated that staff have been looking at <br />the following alternative approaches to developing a solid <br />waste management plan which is required by the State by July <br />1, 1991: City involvement only; City and Albemarle County <br />involvement; or regional involvement, probably including <br />those counties in the Planning District. Mr. Hendrix <br />recommended developing the plan with a regional approach. <br /> <br /> WHEREAS, the State Department of Waste Management is <br />requiring each city, county, town, designated region, <br />planning district or service authority to ~submit a Solid <br />Waste Management Plan by July 1, 1991; and <br /> <br /> WHEREAS, the member governments of the Thomas Jefferson <br />Planning District Commission have a history of cooperation on <br />solid waste issues as well as on environmental and related <br />matters; and <br /> <br /> WHEREAS, there are mutual solid waste management~ <br />interests and needs among the jurisdictions within the Thomas <br />Jefferson Planning District; and <br /> <br /> WHEREAS, there exists for the Thomas Jefferson Planning <br />District a data base of information on solid waste and other <br />related data needed for solid waste management planning; and <br /> <br /> WHEREAS,. the Thomas Jefferson Planning District <br />Commission is capable under the Virginia Area Development Act <br />of acting as the regional planning body for the governments <br />within its boundaries; <br /> <br /> THEREFORE BE IT RESOLVED that, the governing bodies <br />designated below do hereby request of the DirectorI of the <br />Virginia Department of Waste Management designation of the <br /> <br /> <br />
