Tomlin should be asked to resign. <br /> <br />STAFF REPORT: CORNER STUDY <br /> <br /> Mr. Satyendra Huja, Director of Community Development, <br /> gave an overview of the study of the Corner area which <br /> included recommendations regarding facade improvements by <br /> property owners, sidewalk widening, tree planting, better <br /> lighting, and handicapped access. Mr. Huja explained that <br /> $50,000 is budgeted in the 1991-92 capital improvement <br /> program for detailed drawings, with~the City's share of the <br /> improvements in the amount of:$350,000, to be matched equally <br /> by property owners, budgeted in the 1992-93 capital <br /> improvement program. Mr. Huja stated that the Planning <br /> Commission endorsed the study, with the following <br /> recommendations: 1) the City should begin to help organize a <br /> merchants group to carry out coordination efforts needed at <br /> the corner; 2) City Council and property owners should meet <br /> to discuss funding ratios and assessments once details are <br /> developed; 3) the design and construction should be such that <br /> the project could be phased over. several years due to cost; <br /> and 4) the design be studied in the detailed stage to look <br /> for alternatives that would help keep the cost down. <br /> <br /> Responding to a question from Ms. Waters, Mr. Robert <br />Mincer, of Mincer's on the Corner, stated that the Urban <br />Design Task Force had originally made recommendations <br />regarding improvements to the Corner, a proposal which had <br />been well received by Corner property owners and merchants. <br /> <br /> Ms. Katherine McCall, a University of Virginia student, <br />questioned whether the plans for the Corner would help reduce <br />violence and Mr. Huja replied that the recommended lighting <br />should help. <br /> <br />APPROPRIATION: ~10,000 - ADVANCE TO FOCUS (2nd reading) <br /> <br /> The $10,000 appropriation of the advance of funds to <br />Focus which was offered at the October 15th meeting was <br />approved by the following vote. Ayes: Rev. Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever, Ms, Waters. Noes: <br />None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sum of $10,000 is hereby <br />appropriated from the unappropriated balance of the General <br />Fund as a loan to FOCUS, a women's resource center in <br />Charlottesville, as start-up funds for a Piedmont Job <br />Training Administration program which will provide employment <br />training and job placement services to fifty-one area youth <br />and adults. This loan is conditioned upon FOCUS's promise to <br />repay the advance in its entirety on or before July 30, 1991, <br />whether such repayment is effected from funds received from <br />the FOCUS contract with the Piedmont Job Training <br />Administration or from some other souce. Before the actual <br />advance is made by the City, FOCUS shall properly execute an <br />appropriate note evidencing it indebtedness to the City in a <br />form aproved by the City Attorney and substantially like the <br />attached sample. <br /> <br />APPROPRIATION: <br /> <br />(2nd reading) <br /> <br />~1,554.50 - DONATION FOR FLOWER BULBS <br /> <br /> The $1,554.50 appropriation of the donatiOn for flower <br />bulbs which was offered at the October 15th meeting was <br />approved by the following vote. Ayes: Rev. Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever, Ms. Waters.
