75 <br /> <br />received as an anonYmous donation to the Charlottesville <br />Parks and Recreation Department for the purchase of flower <br />bulbs, is hereby appropriated to expenditure accouunt <br />05-173-073011-52199 to be expended toward the purchase of <br />flower bulbs to be planted in City flower beds. <br /> <br />APPROPRIATION: $30,915 - VICTIM WITNESS GRANT <br /> <br /> Mro Hendrix explained that the appropriation represented <br />a $17,126 grant from the State and $13,789 previously <br />appropriated for the Victim Witness program. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Waters, the <br />$30,915 appropriation was offered and carried over to the <br />next meeting for consideration. <br /> <br /> Responding to a question from Ms. Slaughter, Mr. Louie <br />Chapman, Assistant City Manager, stated that the Victim <br />Witness Coordinator provides victims of crime access to <br />sources of assistance available in the community, both legal <br />and financial. <br /> <br /> Ms. Waters added that the Victim Witness Coordinator <br />also acts as an advocate for victims. <br /> <br /> Ms. Slaughter recommended that the public be informed <br />about the existence of the Victim Witness Program. <br /> <br />APPROPRIATION: ~5,515.50 - DRUG SEIZURE ASSETS <br /> <br /> Responding to a question from Mr. TOscano, Mr. Hendrix <br />explained that the drug seizure assets are used in a <br />variety of ways but must be spent on drug related <br />activities, and Council has previously diverted 10% of the <br />assets for drug education. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Vandever, the <br />$5,515.50 appropriation of the drug seizure assets was <br />offered and carried over to the next meeting for <br />consideration. <br /> <br />APPROPRIATION: $32,000 - MINORITY BUSINESS ASSISTANCE PROGRAM <br /> <br /> Mr. Hendrix explained that the $32,000 to fund the <br />Minority Business Assistance Program for the remainder of the <br />fiscal year was taken from the Housing Authority's Urban <br />Renewal Project budget~ ~Mr. Hendrix stated that the Minority <br />Business Assistance Program is proposed to be funded out of <br />the General Fund for the next fiscal year. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Waters, the <br />$32,000 appropriation for the Minority BusineSs Assistance <br />Program was offered and carried over to the next meeting for <br />consideration. <br /> <br /> Mr. Toscano~asked staff to explain the Vinegar Hill <br />account and its link to the Minority Business Program. <br /> <br /> Mr. Hendrix stated that Vinegar Hill was the location <br />for many minority businesses which were relocated during <br />urban renewal.
