76 <br /> <br />PERMIT PARKING ZONE (ZONE 7) WITHIN THE FIFEVILLE <br />NEIGHBORHOOD," which was offered at the October 15th meeting, <br />was approved by the following vote. Ayes: Rev. Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever, Ms. Waters. Noes: <br />None. <br /> <br />RESOLUTION: APPROVING PERMIT PARKING FOR NALLE STREET <br /> <br /> Mr. Hendrix stated that since the permit parking zone <br />has been created in Fifeville, individual streets can be <br />designated for permit parking if requirements are met. Mr. <br />Hendrix stated that Nalle Street has met the necessary <br />requirements of a minimum of 75% of the spaces occupied and <br />50% of the spaces occupied by commuter vehicles. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Vandever, the <br />resolution approving permit parking for Nalle Street was <br />unanimously approved by Council. <br /> <br /> WHEREAS, certain residents of Nalle Street have <br />requested that City Council designate Nalle Street from 9th <br />Street, S.W. to 7 1/2 Street, S.W. as a restricted parking <br />block; and <br /> <br /> WHEREAS, in accordance with the permit parking <br />regulations, the City Traffic Engineer has conducted the on <br />street parking surveys and mailed notice to all residents of <br />the affected area that Council will consider designating such <br />area as a restricted parking block; and <br /> <br /> WHEREAS, the surveys have shown that at least 75% of the <br />total number of on street parking spaces in the proposed <br />restricted parking block were occupied, and at least 50% of <br />the total number of on street parking spaces in that block <br />were occupied by commuter vehicles;and <br /> <br />WHEREAS, Council has considered: <br /> <br />(a) <br /> <br />the purpose and intent of the permit parking <br />ordinance and regulations; <br /> <br />(b) <br /> <br />the alternate means of transportation, if any, <br />to and from the restricted parking block being <br />established; <br /> <br />(c) <br /> <br />the adverse impact that restricting parking in <br />such block might have on nearby neighborhoods <br />that do not have permit parking; and <br /> <br />(d) <br /> <br />the adverse impact that such restrictions may <br />have on the non-residents of the proposed <br />restricted parking block and their ability <br />to find available parking near their place of <br />work; now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville that Nalle Street from 9th Street, S,W. to <br />7 1/2 Street, S.W. is hereby designated a restricted parking <br />block. <br /> <br />ORDINANCE: EXPANDING LOCATIONS FOR SIDEWALK CAFES ON DOWNTOWN MALL <br /> <br /> Mr. Hendrix explained that the proPosed change to the <br />ordinance would formalize the removal of the restriction of <br />one sidewalk cafe per block on the downtown mall as <br />previously discussed by Council. <br /> <br /> Ms. Waters expressed concern about there being no limit <br />on the number of cafes and noted that two restaurants could <br />compete for the same space on the mall. <br /> <br />Ms. Slaughter stated that Council had discussed removing <br /> <br /> <br />
