77 <br /> <br />the limitation on cafes as long as the fire lanes were kept <br />clear° Ms. Slaughter added that persons applying for a <br />permit should be bonafied applicants and should have prior <br />Health Health Department before applying for the permit. <br /> <br /> Mr. Clyde Gouldman, City Attorney, recommended that the <br />second reading of the~ordinance be deferred until all <br />applications for sidewalk cafe permits have been received. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Waters, the <br />ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN <br />SECTION 28.1 OF CHAPTER 25 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1976, AS AMENDED, RELATING TO THE NUMBER OF <br />SIDEWALK CAFES PER BLOCK" was offered and carried over for <br />consideration. <br /> <br />ORDINANCE: ADOPTING 1990 CITY CODE <br /> <br /> Mr. Gouldman stated that the City Code has not been <br />recodified since 1976 and the Code has been republished with <br />the following objectives~ 1) create a new code with adequate <br />copies for City departments and the public; 2) provide a code <br />with slightly larger print and more efficient sized pages for <br />copying purposes; 3) rearrange, rename and shorten sections, <br />articles, and chapters where possible to make the code easier <br />to understand and index; 4) update footnotes to match current <br />Virginia Code and cases; and 5) reflect housekeeping changes <br />mandated by state law or within City government. <br /> <br /> Responding to a question from Rev. Edwards, Mr. Gouldman <br />stated that it is proposed that .between $125 and $150 be <br />charged for the new Code and staff will make a recommendation <br />to Council on the cost. <br /> <br /> Mr. Toscano recommended that the staff and Council <br />strive to eliminate sexist language in the Code. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Waters, the <br />ordinance entitled "AN ORDINANCE ADOPTING AND ENACTING A NEW <br />CODE FOR THE CITY OF CHARLOTTESVILLE; PROVIDING FOR THE <br />REPEAL OF CERTAIN ORDINANCES NOT INCLUDED THEREIN; PROVIDING <br />PENALTY FOR THE VIOLATION THEREOF; PROVIDING FOR THE MANNER <br />OF AMENDING SUCH CODE; AND PROVIDING WHEN SUCH CODE AND THIS <br />ORDINANCE SHALL BECOME EFFECTIVE" was offered and carried <br />over to the next meeting for consideration. <br /> <br />PUBLIC <br /> <br /> Mr. Greg Honn requested that the City Attorney give the <br />section of the code dealing with amusement arcades to the <br />Council. <br /> <br /> Mr, Gouldman stated~that the Code prohibited amusement <br />arcades in B-4 zones, but allowed them in M~i zones. <br /> <br /> Rev. Edwards requested that Mr. Huja send a report to <br />Council on the pros and cons of amusement arcades on the <br />downtown mall. <br /> <br />OTHER BUSINESS <br /> <br /> Rev. Edwards asked Councilors how they wanted to proceed <br /> with making a decision about the drug coordinator position. <br /> <br /> Ms. Waters asked that the City Manager explain what he <br />has planned for the interim. Ms. Waters stated that she <br />favored keeping a high level of attention on the drug <br />problem. <br /> <br /> Mr. Hendrix recommended that the drug program be <br />operated out of the City Manager's office for the next few <br />weeks, specifically with Mr. Chapman, and that the Drug <br /> <br /> <br />
