88 <br /> <br />consideration for possible inclusion in the City's <br />legislative proposals divided into the following parts: <br />1) broad policy goals; 2) specific proposals from other <br />localities; and 3) issues related specifically to <br />Charlottesville. <br /> <br /> Rev. Edwards stated that he would favOr supporting a <br />mandatory jail sentence for drug offenses within a drug free <br />zone. <br /> <br /> Responding to a question from Ms. Slaughter about the <br />satisfaction with the process regarding condemned housing, <br />Mr. Gouldman stated that while the process is not perfect, he <br />did not feel major problems exist. <br /> <br /> Mr. Toscano suggested amending the reference to VML's <br />proposal to say many are sound rather than all. <br /> <br /> Ms. Slaughter recommended obtaining more information <br />about State imposed solid waste regulations and suggested <br />talking with local legislators about occupancy permits and <br />getting data from other localities prior to finalizing the <br />legislative package. <br /> <br /> Mr. Toscano recommended adding the following items to <br />the legislative package: maintaining adequate level of <br />housing funds; ability to cap increases in real estate <br />assessments; giving localities the option to prohibit <br />styrofoam packaging; and requesting that legislators exercise <br />more leadership in budget cuts (and'consideration of a <br />surcharge for persons earning more than $50,000 to $60,000 <br />annually). Mr. Toscano noted that many of the State cuts <br />proposed will affect those who who can least afford it. <br /> <br /> Ms. Waters stated that she would prefer that individual <br />Councilors lobby legislators regarding adoption of some of <br />Mr. Toscano's issues rather than including them all with the <br />City's legislative package. <br /> <br /> Further consideration of the legislative package was <br />scheduled for December 17th. <br /> <br />APPROPRIATION: $30,915 - VICTIM WITNESS GRANT (2nd reading) <br /> <br /> The $30,915 appropriation of the Victim Witness grant <br />which was offered at the November 5th meeting was approved by <br />the following vote. Ayes: Rev. Edwards, Ms. Slaughter, Mr. <br />Toscano, Mr. Vandever, Ms. Waters. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the sum of $17,126.00, to be <br />received as a grant from the Virginia Department of Criminal <br />Justice Services, and the sum of $13,789.00, which shall be <br />transferred from the General Fund account'05-230-032040, for <br />a total of $30,915.00, is hereby appropriated to expenditure <br />account 11-230-032042 in the Grants Fund for the purpose of <br />funding the victim-witness assistance program in the office <br />of the Commonwealth's Attorney during the fiscal year <br />1990-91. This appropriation is conditioned upon receipt of <br />$17,126.00 from the Virginia Department of Criminal Justice <br />Services. <br /> <br />APPROPRIATION: $5,515.50 - DRUG sEIZURE ASSETS (2nd reading) <br /> <br /> The $5~515.50 appropriation of the drug seizure assets <br />which was offered at the November 5th meeting was approved by <br />the following vote.
