110 <br /> <br /> Ms. Slaughter stated that she would support the waste <br />management fee. <br /> <br /> Mr. Vandever expressed concern about endorsing a bill <br />without fully understanding it and recommended removing the <br />last sentence in the waste management section. <br /> <br /> Ms. Slaughter stated that she would support some sort of <br />funding mechanism for waste management. <br /> <br /> Mr. Vandever made a motion to delete the last sentence <br />in the waste management section and adding support for a <br />funding mechanism. Ms. Slaughter seconded the motion and it <br />was unanimously approved. <br /> <br /> Ms. Slaughter stated that the polystyrene bill had been <br />carried over by the State Legislature. <br /> <br /> Mr. Gouldman explained that support of the polystyrene <br />bill had been inadvertently left out of the legislative <br />package but could be added. <br /> <br /> Ms. Waters indicated that she would like to know more <br />about the bill before supporting it. <br /> <br /> Mr. Toscano stated that he was not going to push for <br />support of the polystyrene bill at this time, but felt the <br />public should continue to be educated about the issue and <br />perhaps Council could support the bill next year. <br /> <br /> Ms. Waters suggested that the Solid Waste Advisory <br />Committee make a recommendation to Council about such <br />matters. <br /> <br /> It was the consensus of Council to eliminate the <br />sentence giving top priority to an additional half-cent local <br />option sales tax. <br /> <br /> Mr. Toscano stated that he had questions about <br />supporting a mandatory jail term for persons convicted of a <br />drug offense in drug free zones which would take the <br />responsibility away from juries and judges. Mr. Toscano <br />added that he was also concerned about the availability of <br />treatment for drug offenders. Mr. Toscano recommended that <br />the last sentence of the section be deleted. With regard to <br />occupancy permits, Mr. Toscano stated that he had been <br />persuaded that progress was being made in this area without <br />State legislation. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Waters, the <br />legislative package, as amended, was unanimously approved by <br />Council. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Vandever, the <br />regional legislative package as proposed by the Thomas <br />Jefferson Planning District Commission was unanimously <br />approved. <br /> <br />ORDINANCE: REZONING 855 WEST MAIN STREET FROM R-3 TO B-3 <br />(2nd reading) <br /> <br /> The ordinance entitled "AN ORDINANCE AMENDING AND <br />REENACTING THE DISTRICT MAP INCORPORATED IN SECTION 34-15 OF <br />THE ZONING ORDINANCE OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS ~ENDED, BY THE REZONING OF <br />PROPERTY LOCATED AT 855 WEST MAIN STREET AT WESTHAVEN <br />BOUNDARY," which was offered at the December 3rd meeting, was <br />approved by the following vote.
