111 <br /> <br />(2nd reading) <br /> <br /> The ordinance entitled "AN ORDINANCE AMENDING AND <br />REENACTING THE DISTRICT MAP INCORPORATED IN~ SECTION 34-15 OF <br />THE ZONING ORDINANCE OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED, BY THE REZONING OF <br />PROPERTY LOCATED AT 316 10TH STREET, NiE.," which was offered <br />at the December 3rd meeting;~was approved by the following <br />vote. Ayes: Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. <br />Vandever, Ms~ Waters. ~ Noes: None. ~' <br /> <br />ORDINANCE: CLOSING A PORTION OF SMITH STREET WEST OF LOCUST AVENUE <br /> <br /> Mr. Gouldman noted that the ordinance had been tabled at <br />the previous meeting pending further information about the <br />possibility of selling~the property in question and about the <br />recommendatiOn of the neighborhood association regarding the <br />street closing and pedestrian easement° Mr. Gouldman <br />explained that the executive committee of the neighborhood <br />association did not oppose the street closing, but did oppose <br />the requirement for a pedestrian easement, Mr. Gouldman <br />stated that the property was valued at between $10,000 and <br />$15,000 and the applicant for the street closing indicated he <br />was not witling to pay this amount. Mr. Gouldman added that <br />staff was!divided on the issue of changing the policy with <br />regard to street closings by selling rather than conveying <br />the property involved, but recommended against requiring the <br />pedestrian easement in this situation. <br /> <br /> Ms. Water stated that she was still inclined to think <br />that changing the~policy~was worth exploring. <br /> <br /> Mr. Vandever stated that he felt it would be better to <br />look at individual 'parcels rather than changing the overall <br />policy. <br /> <br /> Mr. Hendrix stated that he felt it would be beneficial <br />to put theiproperty back on the taxroll and have the <br />property owner assume future responsibility for maintenance <br />of the street. <br /> <br /> Mr. Toscano moved the ordinance, striking the <br />requirement for maintenance of a pedestrian easement. Mr. <br />Vandever seconded the motion and the ordinance entitled "AN <br />ORDINANCE CLOSING, VACATING AND DISCONTINUING A PORTION OF <br />SMITH STREET," as amended, was offered and carried over to <br />the next meeting for consideration. <br /> <br /> Ms. Waters stated that she would like to hear the pros <br />and cons expressed by staff of changing the policy regarding <br />street closings and what would amount be. added to the tax <br />roll by conveying the property to the adjacent property <br />owners in this situation. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Waters, Ms. <br />Angela Glomm was unanimously appointed as joint City/County <br />representatiVe to serve as Chair Rivanna Solid Waste Advisory <br />Committee. <br /> <br /> Rev. Edwards thanked citizens for their support of the <br />Gas Assistance Program and the Salvation Army. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Waters, <br />Council unanimously voted to meet in executive session to <br />discuss appointments to boards and commissions and one <br />personnel matter, as exempted by Section 2.1-344(a)(1) of the <br /> <br /> <br />
