6 <br /> <br /> Mr. Towe stated that he would not favor funding the <br />additional employee in the Clerk of the Circuit Court's <br />office. <br /> <br /> Mr. Vandever and Rev. Edwards stated that they would <br />favor support a half-time employee in the Clerk's office and <br />Ms. Waters stated that she would favor a half-time employee <br />conditional upon discussing the matter further with persons <br />familiar with the Clerk's office. <br /> <br /> Mr. Hendrix recommended that the Library be allocated <br />an additional $35,000 for basic programs contingent upon <br />County funding and an additional $10,000 for expanded hours. <br /> <br /> Mr. Buck recommended that Council delay passage of the <br />retirement ordinance to allow employees age 55 with 30 years <br />of service to retire with full benefits until funding in next <br />year's budget is assured. <br /> <br /> It was agreed that additional funding for the Piedmont <br />Council of the Arts and the Virginia Discovery Museum would <br />not be approved. <br /> <br /> Mr. Hendrix stated that additional funding to address <br />Region Ten's deficit could be taken out of the General Fund <br />balance. <br /> <br /> Rev. Edwards and Mr. Vandever stated that they would <br />support the additional Congregate Meals day at Carver and <br />funding for half of the community education coordinator at <br />SARA. <br /> <br /> Mr. Buck stated that he would support the 5th day at <br />Carver. <br /> <br /> Ms. Waters stated that she would be interested in seeing <br />demonstrable efforts of SARA's community education <br />coordinator. <br /> <br /> Mr. Hendrix explained to Council that extraordinarily <br />large insurance claims have created a $415,000 deficit which <br />he recommended be paid out of the following funds: General <br />Fund - $349,000; Gas Fund - $40,500; Water Fund - $12,750~ <br />and Wastewater Fund - $12,750. Mr. Hendrix noted that a 40% <br />increase in insurance premiums has been included in next <br />year's budget. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Buck, Council <br />unanimously approved addressing deficit created by the <br />insurance claims as recommended above by Mr. Hendrix. <br /> <br /> The meeting was adjourned. <br /> <br />PrUdent ~ ~-k <br /> <br />COUNCIL CHAMBER - April 3, 1989 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Buck, Rev. Edwards, the <br />minutes of the February 21st meeting were unanimously <br />approved as presented. <br /> <br /> On motion by Mr. Towe, seconded by Mr. Vandever, the <br />minutes of the February 27th meeting were unanimously <br />approved as presented. <br /> <br /> <br />
