On motion by Mr. Vandever, seconded by Mr. Buck, the <br />minutes of the March 6th meeting were approved as presented, <br />with Mr. Towe abstaining. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br />minutes of the March~14th meeting were unanimously approved <br />as presented. <br /> <br /> On motion by Mr. Towe, seconded by Mr. Vandever, the <br />minutes of the March 15th meeting were approved as presented, <br />with Mr. Buck and Rev. Edwards abstaining. <br /> <br />PUBLIC <br /> <br /> Mr. Paula Saunderson of 930 Rockcreek Road, requested <br />that Council appropriate funds for street lights in his <br />neighborhood due to safety concerns. <br /> <br /> Mr. Gordon Fields of 939 Rockcreek Road supported Mr. <br />Saunderson's request for street lights. <br /> <br /> Mr. Hendrix stated that a petition would be sent to Ms. <br />Saunderson to be signed by persons who would be affected by <br />the street lights, the petitions would be submitted to <br />Virginia Power who would then design the lights. The design <br />would be sent back to the neighborhood for final approval and <br />then the lights would be ordered and installed by Virginia <br />Power within a three to four month period. <br /> <br />PRESENTATION: CHARLOTTESVILLE HIGH SCHOOL BASKETBALL TEAM <br /> <br /> Ms. Waters~presented the coaches and members of the <br />Charlottesville High School basketball team with a <br />resolution recognizing their successful season. <br /> <br />PUBLIC HEARING: CITY MANAGER'S PROPOSED FY 89-90 BUDGET <br /> <br /> Mr. Charles Lilly of the Belmont neighborhood, stated <br />that he appreciated Council's attempts to cut the budget and <br />questioned where funding for_the Omni Hotel and travel <br />appeared in the budget. Mr. Lilly noted concern with the <br />University of Virginia only providing $20,000 in funding for <br />the City and with the continuation of the trolley route which <br />is underutilized. <br /> <br /> Mr. Hendrix replied that funding for the Omni Hotel <br />appeared under debt service and that travel expenses are <br />available on the line item printout. Mr. Hendrix continued <br />that State law prohibits the City charging_the University and <br />that the trolley route referred to by_Mr. Lilly is <br />recommended to be discontinued. <br /> <br /> Ms. Sally Thomas representing the League of Women <br />Voters, stated that she felt the proposed budget was fiscally <br />responsible, but was concerned about the lack of an increase <br />in the tipping fee and~about the funding for Region Ten <br />Community Services Board. <br /> <br /> As there were no other speakers, the public hearing was <br />closed. <br /> <br />ORDINANCE: ADOPTING ANNUAL APPROPRIATION <br /> <br /> Mr. Hendrix stated that the Appropriation Ordinance <br />embodies the decisions of Council at their previous work <br />sessions. <br /> <br /> Responding to a question from Rev. Edwards about <br />Albemarle County funding for the Visitors Center, Mr. Hendrix <br />stated that the County has agreed to support the Center once <br />the contract is signed. <br /> <br /> <br />
