This resolution may be~revoked by-Council if in its <br />sole discretion, renovation is justified. <br /> <br /> On motion by Mr. Towe, seconded by Mr. Buck, the <br />ordinance entitled "AN ORDINANCE AMENDINGAND REORDAINING <br />SECTION 25-45.1 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, <br />1976, AS AMENDED, TO PROHIBIT VENDOR STANDS WITHIN AREAS <br />DESIGNATED FOR SPECIAL COMMUNITY EVENTS" was offered and <br />carried over to the next meeting for consideration. <br /> <br />APPROPRIATION: <br /> <br />(2nd reading) <br /> <br />$166,210 - JOB TRAINING AND PARTNERSHIP ACT <br /> <br /> The $166,210 appropriation for the Job Training and <br />Partnership Act which was offered at the April 3rd meeting <br />was approved by the following vote. Ayes: Mr. Buck, Rev. <br />Edwards, Mr. Towe, Mr. Vandever, Ms. Waters. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the sum of $166,210, to be <br />received by the Piedmont Job Training Administration (PJTA) <br />as a grant from the Governor's Employment and Training <br />Division (GETD) and the State Department of Social Services, <br />is hereby appropriated to expenditure account 14-320--62602 <br />in the PJTA Fund for the purpoSe of providing pre-employment <br />training and other services to long term Welfare recipients. <br />Such funds shall be expended on authorization from the City <br />Manager or his designee, in accordance with applicable state <br />and federal laws and regulations, to carry out the purposes <br />of the program and the Job Training and Partnership Act. <br />This appropriation is conditioned upon receipt of such funds <br />from the GETD and the .State Department of Social Services. <br /> <br />APPROPRIATION: $10,000 - DOWNTOWN FORUM (2nd reading) <br /> <br /> Mr. William Atwood, representing the Downtown Task <br />Force studying revitilization efforts downtown, stated that <br />the Task Force expects to make a report to Council on May 1st <br />and requested that the decision on whether to hire a <br />facilitator for a downtown forum be deferred until after the <br />report is made. <br /> <br /> Ms. Waters explained that it would be impossible to hold <br />a forum on May 16th if the final vote on the appropriation is <br />delayed until May 1st. Ms. Waters stressed that she felt the <br />Downtown Task Force report would be helpful to the <br />facilitator. <br /> <br /> Mr. Vandever noted that there appeared to be some <br />confusion about the support for the facilitator from downtown <br />representatives. <br /> <br /> Mr. Buck noted concern that a delay would push the forum <br />date off to at least middle to late June. <br /> <br /> Mr. Sheldon Anderson, representing DCI, stated that <br />since the previous meeting where the matter was discussed, <br />concern had been expressed about the possible duplication of <br />effort. Mr. Anderson stated that while the Task Force needs <br />the financial help and expertise of the City, it was <br />unanimous in its request that the City delay the decision. <br /> <br /> Ms. Waters stated that a delay might mean that several <br />decisions that are imminent that pertain to downtown such as <br />the sign ordinance and CSX property may have to be made <br />without-the input of the Task Force. Ms. Waters stated that <br />she was inclined to proceed to approve the appropriation. <br /> <br /> Rev. Edwards stated that he had always been ambivalent <br />about the facilitator but had decided that he would not Support <br />the facilitator at this time. <br /> <br /> <br />
