27 <br /> <br /> WHEREAS, this area is deemed of high development <br />priority by City of Charlottesville and shall be referred to <br />as McIntire Park Development) and <br /> <br /> WHEREAS, in order to attain funding assistance from the <br />Virginia Division of Parks and Recreation, it is necessary <br />that the City of Charlottesville guarantee a proportionate <br />share of the cost thereof; and · <br /> <br /> ~WHEREAS, the proportionate project share is funded fifty <br />percent (50%)~ by the City of CharlottesVille; now, therefore <br /> <br /> BE IT RESOLVED by the COuncil of the City of <br />Charlottesville, Virginia that the City Manager is hereby <br />authorized to cause such information or materials as maybe <br />necessary to be provided to the appropriate State agency and <br />to enter into such agreements as may be necessary to permit <br />the formulation, approval and funding of McIntire Park <br />Redevelopment.Project; and ~ <br /> <br />BE IT FURTHER RESOLVED that: <br /> <br /> 1) The City of Charlottesville gives its assurance that <br />the funds needed as the ~proportionate share~of the cost of <br />the approved program will be provided, up to $200,000; and <br /> <br /> 2) The City of Charlottesville gives its assurance that <br />the General Provisions of the Land and Water Conservation <br />Fund and the Virginia Outdoor Fund Fiscal Procedures will be <br />complied with in the administration of this project; and <br /> <br /> 3) The City of Charlottesville gives its assurance that <br />all other applicable State and Federal regulations governing <br />such expenditure of funds provided by Virginia Division of <br />Parks and Recreation .will be complied with in the <br />administration of this project; and <br /> <br /> 4) The National Park Service, U. S. Department of the <br />Interior~ and the Virginia Division of Parks and Recreation <br />are respectfully requested to ~assist in the prompt approval <br />and funding of the McIntire Park Redevelopment Project in <br />order to enhance the standard of recreational enjoyment for <br />all our citizens. <br /> <br />ORDINANCE: INCREASING FINES FOR HANDICAPPED PARKING VIOLATIONS <br /> <br /> Mr. Hendrix stated that the proposed ordinance increaSed <br />fines for handicapped parking violations from $10.00 to <br />$30.00, with an increase if not paid after 48 hours from <br />$20.00 to $60.00. <br /> <br /> Mr. Towe recommended that the fines be increased to <br />$50.00 and that efforts be made to coordinate the penalties <br />for handicapped parking violations in Albemarle County and <br />the University of Virginia, noting that Albemarle County <br />requires that the offender be present to receive the ticket, <br />and the University forgives the first handicapped parking <br />violation. Mr. Towe also noted that State law restricts <br />ticketing to those handicapped spaces which have upright <br />signs. Mr. Towe added that he felt some handicapped sPaces <br />downtown should be increased in size. Mr. Towe also <br />requested that persons with handicapped parking permits not <br />xerox their permits. <br /> <br /> Rev, Edwards stated his support for increasing the fines <br />to $50.00. <br /> <br /> Ms. Waters stated that she viewed the fine as a <br />deterrent, not a penalty and felt that a fine of $30.00 was <br />sufficient unless it appeared to not deter parking <br />violations. <br /> <br />Ms. Carrie Jansen of Monticello Avenue supported <br /> <br /> <br />
