26 <br /> <br /> Ms. Waters commended the Rose Hill .neighborhood for <br />their concern for homeless people and their willingness to <br />cooperate with MACAA. <br /> <br /> On motion by Mr. Towe, seconded by Mr. Vandever, the <br />resolution supporting the Virginia Housing Partnership Grant <br />for MACAA was unanimously approved by Council. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that this Council certifies to the <br />Virginia Department of Housing and Community Development <br />Council's approval of the application for a combined loan/ <br />grant of $125,000 from the Virginia Housing Partnership Fund <br />submitted by the Monticello Area CommunitY Action Agency <br />(MACAA) for the acquisition and rehabilitation of 1117 Forest <br />Street~ provided, however, that such development conforms to <br />all zoning requirements. Notwithstanding the above, the City <br />will not be responsible for ~any debt service charges or any <br />financial obligation in connection with the financing of the <br />aforesaid project. <br /> <br />RESOLUTION: ENDORSING RIVANNA TERRACE PROJECT <br /> <br /> Mr. Hendrix that the Virginia Housing and DeveloPment <br />Authority has provided the Council an opportunity to comment <br />on the Rivanna Terrace project, proposed to be 50 <br />non,subsidized rental, units southwest of Smith Street and St. <br />Clair Avenue. Mr. Hendrix stated that staff sees no reason <br />to object to the proposed project. ' <br /> <br /> Responding to a question from Mr. Towe, Mr. Satyendra. <br />Huja, Director of Community Development, stated that no <br />Section 8 subsidies are available for the project, but VHDA <br />will have upper limits for rents that are allowed to be <br />charged for the units. <br /> <br />Mr. Buck raised questions about the design of the <br />development and its impact on the surrounding neighborhood. <br /> <br /> Mr, Huja stated that the neighbors appear satisfied with <br />the site plan which was the best that could be designed given <br />the difficult site. Mr. Huja noted that the most direct <br />access to the project would be from River Road. <br /> <br /> Mr. Buck recommended deferring~approval of the <br />resolution until Council has an opportunity to review the <br />plans for the project. <br /> <br />~The matter was deferred to the next meeting. <br /> <br />RESOLUTION: AUTHORIZING GRANT APPLICATION FOR MCINTIRE PARK <br />DEVELOPMENT FUNDS <br /> <br /> Mr.~ Hendrix stated that the resolution would authorize <br />the submission of a grant application for $200,000 which <br />would be added to the McIntire Park renovation budget. Mr. <br />Hendrix noted that staff is also exploring the possibility of <br />applying for between $50,000 and $100,000 in highway access <br />funds. <br /> <br /> On motion by Mr. Towe, seconded by Mr. Vandever, the <br />resolution authorizing the grant application for McIntire~ <br />Park development funds was unanimously approved by Council. <br /> <br /> WHEREAS, the Virginia Division of Parks and Recreation <br />provides funds to assist political subdivisions of the <br />Commonwealth of Virginia in acquiring and developing open <br />space and park lands; and <br /> <br /> WHEREAS, there are urgent needs within the City of <br />Charlottesville to develop park land; and <br /> <br /> <br />
