Mr. Schwab noted <br />concern that he was not aware of the matter being discussed <br />at the previous Council meeting. <br /> <br /> Mr. Agee of St. Clair Avenue stated that he did not feel <br />that residents of rental property properly cared for the <br />property and requested that no Section 8 vouchers be accepted <br />by the managers of the project. <br /> <br /> Ms. Naomi Roberts of St. Clair Avenue stated that she <br />was concerned that crime would increase due to the rental <br />property. <br /> <br /> Ms. Waters requested that the representatives from the <br />neighborhood meet with the developer and focus on the fact <br />that the property is zoned R-3 and the proposed project is <br />allowed by right. <br /> <br /> Mr. Buck stressed that the property has been zoned R-3 <br />for many years and that a site plan cannot be rejected for <br />arbitrary reasons. <br /> <br />PRESENTATION: HOUSING TASK FORCE REPORT <br /> <br /> Mr. Tom Vandever, Chairman of the Housing Task Force, <br />stated that the report primarily addressed the following <br />areas: home ownership, publicly assisted housing, middle <br />income housing, University of Virginia housing, additional <br />housing resources, private sector housing and regional <br />housing issues. <br /> <br /> Mr. Blake Hurt, a member of the Housing Task Force, <br />stated that it was his opinion that the Land Cost Writedown <br />program should have received more emphasis by the Task Force. <br />In addition, Mr. Hurt stated that he felt that the University <br />should adhere to their master plan for additional on-grounds <br />housing in order to encourage private development of adjacent <br />related amenities. Mr. Hurt also recommended reevaluating <br />the goal of increasing home ownership as rental housing is <br />the only option for many low income persons. <br /> <br /> Mr. Brian Owens, President of the University of Virginia <br />Interfraternity Council, questioned the recommendation in the <br />Housing Task Force report to license fraternities and stated <br />that students appear to be considered second class citizens <br />even though improvements have been made with the regulated <br />party policy and trash clean up program. <br /> <br /> Mr. Vandever stated that the Task Force only recommended <br />exploring the possibility of licensing fraternities. Mr. <br />Vandever recommended referring the Housing Task Force report <br />to the Planning Commission for a public hearing and review. <br /> <br /> Mr. Hendrix stated that he appreciated the interest of <br />the Interfraternity Council and encouraged their cOntinued <br />involvement in City issues. <br /> <br /> On motion by Mr. Vandever, seconded by Mr. Towe, the <br />Housing Task Force report was unanimously referred to the <br />Planning Commission. <br /> <br />PRESENTATION: DRAFT COMPREHENSIVE PLAN <br /> <br /> Mr. Lloyd Snook, Chairman of the Planning Commission, <br /> stated that the general purpose of the Comprehensive Plan is <br /> to develop policies on such issues as land use, housing, <br /> transportation, social service need, and economic <br /> development. Mr. Snook recommended that the Council meet <br /> with the Planning Commission in a work session to discuss the <br /> Draft Comprehensive Plan. <br /> <br />It was agreed that the Council would hold a work session <br /> <br /> <br />
