33 authorized to sign on behalf of the City an agreement with the Virginia Department of Emergency Services for the establishment of a local Hazardous Material Response Program; and BE IT FURTHER RESOLVED that City council approves the lease-purchase, in an amount not to exceed ~50,000, of an emergency response vehicle to support the program, funds for service of said loan or lease-purchase to be taken from the Equipment Replacement Fund. Approval of~the aforesaid expenditure is contingent upon a similar contribution by Albemarle County toward the purchase of the emergency response vehicle. ORDINANCE: INCREASING FINES FOR HANDICAPPED PARKING VIOLATIONS TO $50.00 (2nd reading) The ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTION 16-59 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, TO INCREASE THE FINES FOR VIOLATION OF THE HANDICAPPED PARKING PROVISIONS," which was offered at the April 17th meeting, was approved by the following vote. Ayes: Mr. Buck, Mr. Towe, Mr. Vandever, Ms. Waters. Noes: None. Absent: Rev. Edwards. ORDINANCE: LOCATION OF VENDORS DURING SPECIAL EVENTS (2nd reading) The ordinance entitled "AN ORDINANCE AMENDING AND REORDAINING SECTION 25-45.1 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, TO PROHIBIT VENDOR STANDS WITHIN AREAS DESIGNATED FOR SPECIAL COMMUNITY EVENTS," which was offered at the April 17th meeting, was approved by the following vote. Ayes: Mr. Buck, Mr. Towe, Mr.-Vandever, Ms. Waters. Noes: None. Absent: Rev. Edwards. ORDINANCE: TRANSPORTING OF NATURAL GAS Mr. Gouldman stated that the ordinance would reduce the rate for transporting gas by 4% and would limit transportation to only those customers who are interruptible, excePt to those grandfathered. On motion by Mr. Towe, seconded by Mr. ~Vandever, the ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTIONS 12-1, 12-3, 12-4, 12-5, 12-6, 12-6.1 AND 12-7 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, RELATING TO GAS TRANSPORTATION SERVICE" was offered and carried over to the next meeting for consideration. ORDINANCE: PLACEMENT OF TRAFFIC SIGNS AND SIGNALS Mr. Hendrix stated that the ordinance would clarify that the Traffic Engineer is authorized to have traffic signs installed if he deems necessary. · On motion by Mr. Towe, seconded by Mr. Vandever, the ordinance entitled "AN ORDINANCE TO AMEND ~AND REORDAIN SECTION 16-3 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, RELATING TO TRAFFIC REGULATIONS" was offered and carried over to the next meeting for consideration. PUBLIC There were no matters by the public. OTHER BUSINESS Mr. Hendrix stated that City staff have met with Region Ten Community Services staff in order to clarify Region Ten's financial situation prior to recommending additional funding as requested during the budget process.
