35 <br /> <br /> The Council reviewed the priority recommendations and <br />strategies and made suggestions as listed below. <br />Recommendations are included even though no comments were <br />made. <br /> <br />1. Neighborhood Infrastructure Improvement <br /> <br /> Ms. Waters recommended that infrastructure <br />improvements be combined with other neighborhood priorities. <br /> <br /> Mr. Vandever noted that he would not want to lose <br />the infrastructure recommendations for the entire City. <br /> <br /> Mr. Hendrix stated that recommendations 1 and 2 <br />could be combined, with the importance of infrastructure <br />stressed. <br /> <br />2. Priority Neighborhoods <br /> <br /> Ms. Hendrix stated that he felt it might be <br />premature to name other priority neighborhoods as <br />improvements in the Fifeville neighborhood will take three <br />years to complete. <br /> <br /> Ms. Waters recommended that a statement be added <br />regarding a coordinated investment strategy in neighborhoods. <br /> <br />3. Anticipated University Growth <br /> <br /> Mr. Hendrix recommended that the City's Plan only <br />include recommended action that the City can~take and that <br />the University should be encouraged to include the University <br />growth issue in their Master Plan. <br /> <br /> Mr. Towe suggested that a statement be included <br />that the City should encourage the University to.scrutinize <br />fraternity activities and that the City's dissatisfaction <br />with the CIO Agreements should be expressed. <br /> <br />4. Impacted Neighborhood Plan Implementation <br /> <br /> Ms. Waters recommended changing "Impacted" to <br />"University Neighborhood. <br /> <br />5. Channel Hospital Related Growth to West main Street <br /> <br /> Ms. Waters recommended that this be included in the <br />West Main Street strategy. <br /> <br />6. On-Grounds Housing <br /> <br />7. Drainage <br /> <br /> Ms. Waters questioned whether the Moore's Creek <br />study had been authorized by Council. <br /> <br />8. Rivanna River Corridor <br /> <br />9. Single Family Zone <br /> <br /> Mr. Hendrix raised questions-regarding the proposed <br />new single family zone. <br /> <br /> Mr. Satyendra Huja, Director of Community <br />Development, stated that the proposed Comprehensive Plan <br />contained a recommendation to create a new zone for single <br />family residences which contain only 6,000 square feet of <br />land. Mrl Huja stated that the new zone would allow <br />downzoning without making the use non-conforming. <br /> <br /> Responding to a question from Ms. Waters about <br />legal problems involved in downzoning, Mr. Clyde Gouldman, <br /> <br /> <br />
