36 <br /> <br />City Attorney, stated that the inclusion of downzoning in the <br />Comprehensive Plan was crucial if Council in fact intended to <br />downzone and added that Council should be sure of their <br />commitment to the downzonings since many property owner will <br />oppose the action. <br /> <br /> Ms. Waters stated that she was supportive of the <br />concept of downzoning, but wanted to be realistic in its <br />application. <br /> <br /> Mr. Buck requested a report from staff on what the <br />City's exposure would be and a listing of the downzonings <br />which would present the highest degree of exposure. <br /> <br />10. Urban Design Plan <br /> <br /> Ms. Waters noted that Council has not indicated its <br />commitment to implementing the Urban Design Plan. <br /> <br />Mr. Hendrix recommended that 10 and 11 be combined. <br /> <br /> Responding to a question from Mr. Towe regarding <br />the proposed Urban Design Committee, Mr. Lloyd Snook, <br />Chairman of the Planning Commission, stated that the <br />Committee was proposed to be a group of design professionals <br />who would deal primarily with site specific, technical design <br />issues, but not private development, and would also oversee <br />entrance corridors. <br /> <br /> Mr. Huja stated that the Urban Design Committee <br />would report to either the Planning Commission or the Council <br />as appropriate or requested and depending upon the nature of <br />the referral. <br /> <br /> 11. Urban Design Guidelines <br /> <br /> 12. Entrance Corridors <br /> <br /> Mr. Hendrix questioned whether Council's intent was <br />to develop plans to coincide with major road improvements and <br />Ms. Waters recommended that language be included to that <br />effect. <br /> <br />13. Home Ownership <br /> <br /> Ms. Waters questioned the recommended implementation <br />strategy for home ownership. <br /> <br />14. Regional Housing Issues <br /> <br />15. Housing in the Central City <br /> <br />16. McIntire Park Redevelopment <br /> <br />17. Priority Streets <br /> <br /> Mr. Huja stated that the priority streets listed <br />may change depending upon Council action at its next meeting. <br /> <br />18. Route 29 North Improvements <br /> <br />19. Downtown Traffic <br /> <br /> Ms. Waters recommended that the recommendation be <br />changed to "implement the plan as approved by the Council." <br /> <br /> 20. Sidewalk Access and Construction <br /> <br /> Mr. Hendrix questioned whether Council's intention <br />was to increase funding for sidewalk construction and whether <br />Council intended to build sidewalks where residents object to <br />them. <br /> <br /> <br />
