Undergrounding of-Utilities <br /> <br /> Ms. Waters noted concern about the high cost of <br />undergrounding utilities. <br /> <br /> 22. Solid Waste Management <br /> <br /> Council agreed that no implementation strategy be <br />approved prior to receiving the report of the Solid Waste <br />Management Task Force. <br /> <br /> Council recommended that the League of Women <br />Voters~ suggestion to "develop an integrated waste management <br />program incorporating source reduction, reuse, recycling, <br />landfilling and incineration as appropriate for <br />Charlottesville" be included. <br /> <br />23. AIDS Awareness <br /> <br /> Ms. Waters stated that she would prefer to see a <br />broader health related issue as the priority. <br /> <br /> Mr. Vandever stated that he felt AIDS could <br />appropriately be singled out due to its potential problems <br />for the City. <br /> <br />24. Parental Involvement in Education <br /> <br />25. Educational Quality in City Schools <br /> <br /> It was recommended that the recommendation be <br />changed to "maintain the pupil to teacher ratio." <br /> <br /> It was agreed thatPpriority recommendations 24 and <br />25 should be reviewed bylthe School Board and new <br />superintendent prior to approval by Council. <br /> <br />26. Drug Abuse Prevention <br /> <br /> Mr. Hendrix stated that he did not feel the Police <br />Department was the appropriate place for major drug <br />prevention activities. <br /> <br /> Ms. Waters stated that she felt the focus should be <br />broadened to include a wider picture of drugs including <br />enforcement, prevention and treatment and that reference <br />should be made to the role of the Center for Substance Abuse <br />at the University. <br /> <br />27. Infant Care Incentives <br /> <br /> Ms. Waters recommended that priorities 27 and 28 be <br />combined and that the U~ted Way Child-Care scholarships be <br />acknowledged. <br /> <br />28. Subsidized Day Care <br /> <br />29. Youth Development <br /> <br /> Ms. Waters suggested including recreational <br />activities for youth. <br /> <br /> Mr. Towe noted that University of Virginia students <br />are included in the number of residents 19 years old and <br />younger. <br /> <br />30. Creative Housing Options for the Elderly <br /> <br /> Ms. Waters stated that she felt this recommended <br />should be part of a more general housing strategy and noted <br /> <br /> <br />
