52 <br /> <br />the cab company who had requested the change to speak on the <br />matter. <br /> <br />ORDINANCE: PROHIBITING THROUGH-TRUCK TRAFFIC. ON CERTAIN STREETS <br /> <br /> Mr. O'Connell explained that when staff began to look at <br />the Jefferson Park Avenue truck problem, other neighborhoods <br />throughout the City were also identified as problem areas. <br />Mr. O'Connell stated that two ordinances had been prepared, <br />one which only addressed the Jefferson Park Avenue area and <br />another which designated truck routes city-wide. <br /> <br /> Mr. Gouldman recommended that "tractor-trucks" be added <br />to the ordinance. <br /> <br /> Mr. Vandever stated that he favored pursing the <br />city-wide ordinance. <br /> <br /> Mr. Gouldman explained that future research was required <br />to determine whether trucks originating from Albemarle County <br />via Rio Road could be prohibited from using Park Street into <br />the City. <br /> <br /> Concern was expressed about the phrase in the ordinance <br />requiring truckers to use the closest route when returning to <br />a truck route following a delivery. <br /> <br /> Mr. Towe presented a petition from residents in the <br />northeast section of the City requesting that action be taken <br />about truck traffic in their neighborhood. <br /> <br /> Mr. Vandever moved the ordinance entitled "AN ORDINANCE <br />TO AMEND AND REORDAIN ARTICLE I OF CHAPTER 16 OF THE CODE OF <br />THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, BY ADDING <br />SECTION 16-9.1, RELATING TO THE PROHIBITION OF TRUCK TRAFFIC <br />ON DESIGNATED STREETS," with modified language as recommended <br />by Mr. Gouldman, and with staff instructed to ~further <br />investigate restricting south bond truck traffic on Park <br />Street. Rev. Edwards seconded the ordinance and it was <br />carried over to the next meeting for consideration. <br /> <br /> Council agreed to hold a public hearing at the next <br />meeting regarding the ordinance designating truck roUtes in <br />the City. <br /> <br />PUBLIC <br /> <br /> Ms. Betty Siegnor of the Jefferson Park Avenue <br /> neighborhoOd, requested that a recently installed sign <br /> prohibiting truck traffic in her neighborhood be relOcated <br /> and questioned whether progress had been made toward <br /> installing a three,way stop sign at the corner of Harris <br /> Road, Jefferson Park Avenue and Camilla Drive. <br /> <br /> Mr. O'Connell stated that the staff have some <br />reservations about the proposed three-way stop sign but the <br />matter is still being explored. <br /> <br /> Ms. Wilma Moody requested that she be provided with a <br />copy of the ordinance regarding inoperative vehicles, Mr. <br />Gouldman replied that his office would provide Ms. Moody a <br />copy of the ordinance. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, <br />Council unanimously voted to meet in executive session to <br />discuss personnel matters as exempted by Section 2.1-344 <br />(a)(1) of the Virginia Freedom of Information Act. <br /> <br /> T~e meetin~ was adjourned. ~ <br /> <br />P~e~ ident !
